Network Design and Integration delivers transport priorities through the planning, development and maintenance of an integrated pipeline of projects and strategic initiatives that provide safe, efficient and sustainable outcomes to all Victorians.
About the role
This role is responsible for driving quality and confidence in the portfolio’s strategic transport modelling and economic appraisal functions. The role sits within a high performing team of transport modellers, economists and analysts who maintain the department’s strategic transport model, household travel survey and land use-transport interaction model. The role partners with project teams delivering planning studies and business cases that require strategic modelling and economic appraisal providing expert advice, administering project governance and maintaining guidelines.

Position accountabilities
– Partner with business case project managers in DTP and VIDA and their consultant advisors to assure the quality of transport modelling and economic appraisal supporting the portfolio’s major transport business cases, including compliance with state and national guidelines
– Provide expert advice to teams delivering planning studies to lift the value of their work through improved application of transport modelling and transport economics
– Administer sharing of DTP models and sensitive data via data sharing agreements
– Administer governance of the Transport Modelling and Economics Working Group
– Manage the scoping and delivery of internal projects and research to support continuous model development and refreshing of forecasting assumptions
– Mentor VPS3-5 staff in the branch to support their career development and contribute to a high performing team culture
Technical capabilities
– Strategic transport modelling (Accomplished) – Consistently provides knowledge and expertise to ensure modelling and economic approaches are fit for planning studies and business case development. Can direct others to deliver successful outcomes, navigating complexities working with multiple stakeholders.
– Transport economics (Accomplished) – Provides expert advice on transport economics with a sound grasp of theory, national guidelines and an ability to pragmatically apply and advise on pragmatic application of these to real-world projects and policies.
Qualifications and experience
– Relevant tertiary qualification/s in economics, engineering or equivalent (mandatory)
– Minimum five years’ experience in applying or managing strategic transport modelling and/or transport economics for planning or business case development (desirable).
