People, Legal and Governance provide business enabling people, legal and corporate services functions, to drive a high-performance culture; timely and accessible legal advice and services; and to support integrated operations and portfolio wide programs.
About the role
The Principal People & Culture Business Partner is a trusted adviser to senior leaders, working closely with Deputy Secretaries and Executive Directors to shape and deliver impactful people strategies. You provide strategic and practical guidance on workforce planning, culture and people risks, while managing complex HR matters and supporting senior P&C practitioners. By building strong partnerships and understanding business priorities, you lead the development of targeted People Plans that strengthen leadership capability and foster a positive, high-performing workplace culture across the organisation.
What we’re looking for
To be successful in this role you will require advanced stakeholder management, and you will be able to balance complex and competing needs while driving innovative, practical solutions. You have an ability to communicate with impact, shape clear, targeted messaging and you are experienced with advising on effective engagement strategies for senior audiences. With a strong understanding of political and organisational context, you anticipate change, navigate complexity and uphold public sector values.
You are comfortable building organisational capability by developing frameworks, coaching leaders and fostering growth. With expertise in workforce strategy and design, you analyse data, manage risk and provide trusted advice to shape future workforce needs. You also lead cultural initiatives, partnering with leaders to embed values, strengthen engagement and create an inclusive, high-performing workplace.

Qualifications and experience
Mandatory
- Demonstrated capability to provide expert strategic and operational HR advice, influencing senior stakeholders and contributing to positive organisational and workforce outcomes.
Desirable
- Tertiary qualification in a Human Resources or relevant field.
- Understanding of the Victorian Government's organisational context and priorities.
- Experience using various HRIS software programs, preferably HCM Success Factors/SAP.
