Investment & Technology is a Group within the Department of Transport & Planning, and is responsible  to lead and manage the investment lifecycle, driving commercial advice and negotiations to facilitate reform and enables core delivery through Finance, Procurement and Enterprise Technology.

The Data & Digital division sits within Investment & Technology Group. Data & Digital provides the department with operational excellence for data & digital enabled services and project execution for large scale design and uplift initiatives.

About the Role

This is a Fixed Term role until 30 June 2026

The Principal Policy Analyst will review the Industrial Urban Development Program processes and outputs and develop an improved product to serve internal and stakeholder needs for data and insights. It is expected the Principal Policy Analyst will utilise their well-developed skills in quantitative research and understanding of land use and economic processes, examine existing and new data sources and liaise with stakeholders to improve data collection, use, understanding and application. In this role you will apply your technical expertise to find innovative solutions that will inform strategic planning and improve research outcomes to create thriving places and connected communities.

Position Outcomes / Accountabilities

  • Research Leadership - Ensured the timely completion of research deliverables including analysis and findings on land use and development trends and assumptions, and the achievement of project objectives.
  • Authoritative Advice - Provided high quality, authoritative insights and advice on urban planning, land use, housing, and demographic trends to support evidence-based decision making and responded to emerging and/or complex issues and mitigation strategies.
  • Policy Development and Analysis – Contributed to the development of evidence-based policies, strategies, and initiatives related to urban planning, land use, housing, and demographic trends.
  • Customer Satisfaction - Responded to customer needs, acting with a sense of purpose, and has continuously delivered value for the Department
  • Risk Management: Ensured that visibility of current and emerging risks has been raised with senior leadership, provided insights to address these emerging risks and developed solutions which respond to emerging challenges and opportunities.
  • Issue Resolution: Effectively identified issues, implemented innovative solutions or escalated and sought advice from others to resolve problems.
  • In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities

 

Key Selection Criteria

The ideal candidate will excel in deriving value from data to inform decision-making, fostering continuous improvement, and creating environments that encourage innovation. They will also demonstrate systems thinking, strategic planning, and a forward-looking mindset, ensuring team objectives align with organisational goals while embracing future-focused technologies and practices.

 

Qualifications and Experience

Mandatory

  • Tertiary qualifications in urban planning, economics or related field
  • Experience/skills in statistical / data analysis & research  
  • Experience relevant to the accountabilities and capabilities of the role.
