Integrated Strategy is a Division within the Office of the Secretary, which provides oversight to policy change and operates as a policy coordination and strategy function within DTP. Integrated Strategy works with external stakeholders and across the Department to co-design policies and strategies to respond to current and future challenges.

 


About the role
This role is in a newly created Strategy Branch in the Integrated Strategy Division of the Department. The purpose of the Branch is to lead longer term strategy work for the Department. Reporting to the Director, the Principal Strategy Advisor will be part of a small team that together with other members of the Integrated Strategy Division will work with leaders from across DTP on high priority strategy topics identified by DTP leadership. 


The Principal Strategy Advisor will take a leading role on strategic workstreams through facilitating workshops, designing and executing cross departmental engagement approaches, structuring complex problems and fully owning the delivery of work against them spanning work planning, analysis, synthesising and end product creation.

The role requires demonstrated leadership in critical thinking, problem solving and project delivery, with the ability to analyse complex issues in a broader organisational context, develop effective solutions and translate strategic direction into successful programs and initiatives. Strong data literacy is essential, including the ability to design data collection and analysis approaches that support informed, predictive decision-making. The position also demands a future-focused mindset, highly effective communication skills and the ability to build a collaborative culture across internal and external stakeholders.

Position accountabilities
The Department of Transport and Planning is seeking an experienced and influential Principal Strategy Advisor to play a key role in shaping strategic direction across Victoria’s transport system. This senior position is responsible for guiding major strategic work, leading complex analysis and ensuring the department’s priorities are clearly defined, well-evidenced and aligned with broader organisational goals.


In this role, you will work closely with senior leaders to distil diverse inputs into clear strategic focus areas. You will scope, research and complete complex qualitative and quantitative analysis to inform high-quality written strategy products that support long-term decision-making. Your ability to synthesise information, think critically across multiple time horizons and translate insights into impactful strategy documents will be central to your success.


The role also involves managing projects that underpin the development and implementation of key strategic products. You will coordinate timelines, monitor progress, identify risks and proactively provide solutions, ensuring the Strategy Director is kept informed of critical milestones and challenges. Your leadership will help embed strategic outcomes across the department, ensuring they translate into real and enduring impact.

Qualifications and experience
Mandatory
– Tertiary qualification or extensive experience in an analytical or technical field. (mandatory) 
– Experience working with complex and disparate data sets to draw strategic insights (mandatory) 
– Exposure to problem structuring and analytical approaches (mandatory) 

 

 

Desirable
– Knowledge and experience in Transport and/or Planning (desirable)
