About the role
The Procurement Policy Specialist and Change lead is responsible for leading change on behalf of the Procurement Division. The role plays a critical part in ensuring that procurement transformation initiatives are effectively delivered across the organisation with a strong focus on engagement, organisation and collaboration. Acting as a change champion, the position drives the adoption of Whole of Victorian Government procurement initiatives and changes to the organisational eProcurement systems; ensuring changes are understood, and embedded across the DTP Groups.
Key Selection Criteria
The key selection criteria focus on strong leadership in managing organisational change, influencing stakeholders, and building collaborative partnerships to achieve shared outcomes. Candidates will demonstrate a track record of driving innovation and continuous improvement, embedding quality and new ways of working into service delivery. Technical expertise in procurement policy is essential, including applying compliance and risk management frameworks and ensuring governance requirements are met in complex procurement environments.

Position accountabilities
DTP is seeking an accomplished procurement professional to lead change initiatives that uplift procurement and contract management capability across the organisation. This role plays a central part in delivering Whole of Victorian Government (WoVG) policy, system and process reforms, ensuring new ways of working are embedded through effective awareness, engagement and communication.
You will plan, coordinate and deliver complex procurement change projects from inception to completion, managing timelines, resources, risks and reporting to senior stakeholders. Providing specialist advice on procurement policy and contract management, you will drive improved value-for-money, integrity and risk outcomes while supporting operational performance.
Success in the role requires strong stakeholder engagement and the ability to build productive relationships across business units, executive teams and the Procurement Division to influence decision-making, resolve issues and ensure alignment with organisational priorities. You will also lead the development, review and continuous improvement of procurement frameworks and guidelines to ensure compliance with WoVG legislation and standards, while supporting the organisation’s strategic objectives.

Qualifications and experience
– Tertiary qualification in a relevant of related field (desirable).
– Demonstrated Change Management experience (desirable).
