Investment and Technology is a Group within the Department of Transport and Planning, and is responsible for providing investment strategy and delivering commercial and information technology services to drive high performance and improved commercial outcomes for the State.

The Data and Digital (D&D) division sits within Investment and Technology. Data & Digital provides the department with operational excellence for data & digital enabled services and project execution for large scale design and uplift initiative

 

About the role

This is a Fixed term role until 31st Decemeber 2025

The Program Director, National C-ITS Harmonisation leads Victoria’s contribution to Australia’s national harmonisation of Cooperative Intelligent Transport Systems (C-ITS), representing the department across national, state, and industry platforms. The role is responsible for managing the technical, stakeholder, and strategic components of the project, providing national thought leadership, ensuring technical integrity and compatibility, and driving alignment with road safety and mobility outcomes. The Program Director operates in a complex, multi-jurisdictional environment and is a key contributor to government policy and investment decisions regarding C-ITS.

Position Outcomes / Accountabilities

Lead the design, coordination, and implementation of Victoria’s national C-ITS harmonisation program, ensuring alignment with departmental strategic objectives and emerging national frameworks. The role requires delivery of complex technical and policy documentation, overseeing deployments, managing senior stakeholders across jurisdictions, and ensuring a high standard of reporting and governance.

The role also leads delivery of other key ITS projects, including using video analytics to dynamically manage traffic signals based on real-time cyclist detection. This project involves deploying cameras at signalised intersections to identify cyclists and actuate priority phases on local controllers, improving cyclist throughput and safety.

 

You will be responsible for (but not limited to) the following duties:

· Lead and manage the development and delivery of the C-ITS harmonisation program in Victoria, ensuring integration with national efforts and alignment with the Department’s digital and safety priorities.

· Oversee the deployment and operation of the vulnerable road users at intersections project, including technical commissioning of video analytics systems, integration with traffic signal controllers, and evaluation of modal benefits.

· Represent Victoria and provide national leadership in working groups, conferences, and partnerships related to intelligent transport systems.

· Oversee technical work including design, integration, system commissioning, and validation of C-ITS components such as MAPEM/SPATEM, OBUs, RSUs, and security infrastructure.

· Provide advice to internal and external stakeholders on program direction, standards, technical implementation, and interoperability.

· Build and manage productive relationships across government (including Austroads and federal departments), academia, and industry to ensure stakeholder buy-in and coordinated implementation.

· Develop funding justifications, reporting frameworks, and contract variations to support project delivery and continuity.

· Lead professional development within the field, mentoring staff and contributing to a broader capability uplift in intelligent transport.

· In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities

Qualifications and Experience

Mandatory

· Tertiary qualifications in engineering, transport planning, public policy, or a closely related field.

· Extensive experience leading large-scale transport technology programs, including stakeholder engagement, technical integration, and strategic planning.

· Due to mature stage of project must have experience in implementation complex Cooperative Intelligent Transport Systems (C-ITS) environments.

Desirable

· Experience working across state and federal government or in multi-jurisdictional harmonisation initiatives.

 

Role Specific Requirements

· A current driver’s license.

· Willingness to travel interstate and occasionally internationally to represent Victoria in forums and workshops.

· Previous relationship established with Kapsch, Digi and Yunex highly regarded.
