About the Division
Network Design and Integration delivers transport priorities through the planning, development and maintenance of an integrated pipeline of projects and strategic initiatives that provide safe, efficient and sustainable outcomes to all Victorians.
About the Role
This is a fixed term STS position until the end of January 2027
Reporting to the Director, Major Projects, Development and Integration, the Program Manager, V/Line Modernisation is responsible for leading a key strategic initiative focused on improving the efficiency and reliability of regional rail services. The role will lead multi-disciplinary teams drawn from DTP, V/Line and external experts, and will play a pivotal role in engaging and collaborating with a wide range of internal and external stakeholders, including senior executives, departmental leaders, and transport ministers.
The Program Manager will directly lead a small team to prepare formal briefings, business cases, and submissions, and ensure coordinated and evidence-based advice underpins strategic decision-making. A key focus of the role will be ensuring project deliverables are successfully embedded into business-as-usual operations across DTP and V/Line, supporting sustainable improvements beyond the life of the program.
This is a leadership role requiring strong program management skills, a demonstrated ability to build high-performing teams, and experience delivering complex, high-impact initiatives in a multi-stakeholder environment.

Qualifications and role specific requirements
- A tertiary degree in area of economics, public policy, business or other relevant discipline is desirable.
- Certification in improvement, project and change management methodologies (e.g Agile, Leon/Six Sigma, Prosci, PRINCE2) will be well regarded.

All new appointments to the department will be subject to a National Criminal Records Check, Misconduct Screening, and a Qualification Check where there is a requirement for a mandatory qualification.
