Planning and Land Services Group within Department of Transport and Planning manages the state’s planning, building and heritage systems, including developing long-term, integrated land-use strategies and policies, administering statutory planning responsibilities and facilitating urban development where the Minister for Planning is the decision maker.
Land Use Victoria (LUV) Division within the group is responsible for providing whole of Victorian Government leadership on land information, policy, assessment, and advice, to enable government to use its land more strategically and maximise public value
About the Role
This is a Fixed Term Position until 31 January 2028
The primary purpose of the Project Accountant position is to provide financial management and project duties to support the operations and business of Surveying Services, particularly major projects. This position has a key role in integrating the financial aspects of three groups, that fall under Surveying Services, and to address and resolve complex financial services for external clients and for government departments
Position Accountabilities
- Provide financial and budget management, monitoring and reporting for the Surveying Services branch
- Develop and implement financial models for major projects including finance and accounting management of cost recovery, and fee for service processes and determination of actions.
- Deliver solutions to business issues by undertaking robust, deep dive financial analysis on operating costs and service delivery resource allocation.
- Manage projects, utilising project management methodologies to contribute to the implementation of change within the business or research and prepare draft project or summary reports.
- Demonstrated advanced financial expertise to routinely advise/explain complex financial issues to the Surveying Services operational managers.
- Work effectively with stakeholders and client areas in relation to strategic and day-to-day financial matters.
- Contribute to increasing the effectiveness, efficiency and financial management capability of the Surveying Services Division.
- Apply well developed engagement skills to develop and maintain effective working relationships

Technically, you’ll operate financial systems effectively, review transactional accuracy, forecast short‑term cash needs, and supervise timely AP/AR processing. You’re fluent in Microsoft 365 (Excel, Outlook, SharePoint, Teams). In management accounting, you’ll interpret budgets, analyse variances, prepare forecasts, build clear reporting, support month‑end accruals/prepayments, and develop costing models to inform funding decisions.

Qualifications and Experience
Mandatory
- Tertiary qualification in a relevant or a related discipline.
Desirable
- Working knowledge of Accounting, Financial Planning, Budgeting and Forecasting processes and functions.
- Demonstrated experience in providing financial expertise and working in a government environment with a minimum of 2 years’ experience in Oracle Cloud ERP.
- Familiarity with the Financial Management Act 1994.
