About VHBA  

The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines. 

 

The Opportunity

This role is responsible for leading the planning, development, and delivery of a portfolio of projects, with a focus on procurement and delivery outcomes. The position works closely with internal and external stakeholders to oversee and maintain established systems and processes that support effective financial management, including the ongoing monitoring of budgets, commitments, expenditure, cash flow and cost forecasts.

 

Key aspects of the role include:

  • Delivering specialist advice and technical guidance, exercising independent professional judgment to proactively identify, respond to, and resolve key technical issues and project risks.
  • Planning and overseeing the coordination, direction, and supervision of consultants to ensure successful project completion within the defined schedule, approved budget, and cash-flow requirements.
  • Providing leadership and authoritative advice to stakeholders, preparing high-quality reports, ministerial briefs, and Cabinet and agency submissions on complex issues.

 

We are looking for:

  • Proven specialist technical expertise, including the ability to apply independent professional judgment to manage complex technical issues and project risks.
  • Extensive demonstrated experience operating within formal project management frameworks, with responsibility for budget oversight, financial reporting, accurate record-keeping, and leadership in health, safety, and compliance.
  • Extensive experience leading major building capital projects within multi-disciplinary teams, with end-to-end accountability for scope, program, budget, constructability, and integrated delivery outcomes.
