About VIDA 

 

The Victorian Infrastructure Delivery Authority (VIDA) is a specialist project delivery organisation, responsible for delivering Victoria’s major transport, health and community safety infrastructure program.  

 

This multi-disciplinary program includes more than 200 projects including North East Link, removing level crossings, Melbourne Airport Rail Stage 1, new and upgraded hospitals, and specialist programs such as the early parenting centres expansion and upgrade program, and community safety projects for corrections and emergency services.

 

The unprecedented program of works brings together expert skillsets to deliver crucial health, community safety, and major transport projects, and ensures that operations are streamlined and efficient while delivering better outcomes for Victorians.

 

Led by the Director-General, VIDA comprises five project offices, VIDA Roads, VIDA Metro, VIDA Rail, VIDA Health and VIDA Community Safety.

 

VIDA is established as an Administration Office under the Public Administration Act 2004 as a specialist organisation.

 

About this Opportunity


Seeking two Social Inclusion and Capability Project Managers to join the team. Reporting to the Director, Social Value and Inclusion, you will each play a pivotal role in translating government policy, social procurement requirements and industry capability objectives into practical delivery outcomes across major infrastructure projects.

 

Working at the intersection of government, industry and project delivery, you will provide specialist leadership and trusted advice to project teams, stakeholders and delivery partners. Your work will help ensure that social value, inclusion and workforce capability commitments are embedded into the way infrastructure is delivered.

 

You will lead a small team, build capability across assigned projects, and contribute to the development of VIDA-wide strategies and frameworks that support inclusive, socially responsible procurement practices.

 

This role requires someone with experience working within the building and construction industry or the transport infrastructure industry.

Key Selection Criteria

 

  1. Demonstrated knowledge of the building and construction or transport infrastructure construction industries and a sound understanding of contracting models (e.g. design and construct, alliance and PPP) and their respective risk, governance and delivery nuances.
  2. A track record of developing strategies and initiatives that drive social value and inclusion outcomes, including translating policy into impactful practice; shaping organisation-wide frameworks; or delivering measurable outcomes.
  3. Demonstrated expertise in the application of government policy and procurement frameworks relating to social value, including the Local Jobs First Policy, Victorian Social Procurement Framework and Building Equality Policy, within complex project or contracting environments.
  4. Highly developed stakeholder management, negotiation and influencing skills, with demonstrated experience building strategic partnerships, resolving complex issues and securing commitment from senior leaders, project teams, contractors and industry partners.
  5. Demonstrated leadership capability in managing high-performing, multidisciplinary teams and embedding a culture of accountability. Proven ability to lead change, develop capability, and use data-driven insights to evaluate project performance, report on outcomes, and drive continuous improvement.
