About the Role
This is a Fixed Term Position until 30 June 2026
The Road Safety Program Manager (Heavy Vehicle Licensing Reform) is a key program leadership position, driving transformative change to advance road safety outcomes. This role combines high-level strategic oversight with hands-on program management to deliver the Heavy Vehicle Driver Safety Reform (HVDSR) program. The focus is on reducing road fatalities and serious injuries by ensuring the seamless planning, execution, monitoring, and reporting of key initiatives that uplift heavy vehicle driver safety and competence.
As a central leader in the HVDSR program, the Program Manager fosters collaboration across diverse stakeholder groups, provides strategic advice, and ensures alignment to achieve impactful and measurable results.
Operating within Road Safety Victoria, a division of the Department of Transport and Planning, the Program Manager is accountable for the end-to-end delivery of Victoria’s Heavy Vehicle Driver Safety Reform program. This critical program aims to enhance heavy vehicle driver skills and safety through the implementation of the revised National Heavy Vehicle Driver Competency Framework. The reforms are designed to ensure drivers possess the skills and behaviours necessary to navigate Victoria’s roads safely and responsibly.

Position Outcomes / Accountabilities
- Leadership and Project Governance: Demonstrated strategic program leadership and management, maintaining a granular focus over a suite of large, complex road safety projects. Coordinated comprehensive project planning, developed detailed documentation, and implemented creative solutions for risk and issue management.
- Planning, Scheduling and Progress Management: Developed and executed detailed plans and schedules for road safety projects, ensuring clarity of objectives, milestones, and timelines for efficient execution. Implemented robust systems for tracking project progress, providing regular, transparent, and accurate reports to stakeholders on key milestones and achievements.
- Budget and Resource Management: Effectively managed and controlled project budgets, allocated resources carefully, and maintained accurate and timely budget forecasts and expenditure reports.
- Stakeholder Engagement and Communication: Demonstrated the ability to successfully consult, liaise, and negotiate with key internal and external stakeholders at a senior level, building strong relationships in support of road safety goals.

Qualifications and Experience
Mandatory
- Minimum of 5 years of experience in complex program/project management - preferably in the road safety, or public sector policy.
Desirable
- A tertiary qualification in a related field, or strong experience in policy-related road safety fields
- Strong communication and negotiation skills and the ability to present complex information in a digestible form.
- Proven ability to develop and maintain strong partnerships with key stakeholders.
- Demonstrated knowledge and experience in driver licensing, regulatory reform, or heavy vehicle sector.
