Road Safety Victoria is a Division within the Department of Transport and Planning, and is responsible for leading the Victorian Government to achieve Zero road fatalities by 2050 .We’re focused on outcomes that deliver more choice, connections and confidence in our travel, ensuring the whole transport network works as one to deliver better services and outcomes.

About the Role

This is a Fixed Term Position until 31 December 2026

The Road Safety Program Manager (Speed Management) plays a critical leadership role in advancing road safety outcomes through the strategic oversight and delivery of the speed management program. Combining high-level strategic thinking with hands-on program management, this role is dedicated to reducing road fatalities and serious injuries by ensuring the effective planning, execution, monitoring, and reporting of key initiatives. As a central figure in speed management program, the Program Manager fosters collaboration, provides expert advice, and drives alignment across stakeholders to achieve meaningful and measurable results.

Position Outcomes / Accountabilities

• Leadership and Project Governance: Demonstrated strategic program leadership and management, maintaining a granular focus over a suite of large, complex road safety projects. Coordinated comprehensive project planning, developed detailed documentation, and implemented creative solutions for risk and issue management.
• Planning, Scheduling and Progress Management: Developed and executed detailed plans and schedules for road safety projects, ensuring clarity of objectives, milestones, and timelines for efficient execution. Implemented robust systems for tracking project progress, providing regular, transparent, and accurate reports to stakeholders on key milestones and achievements.
• Budget and Resource Management: Effectively managed and controlled project budgets, allocated resources carefully, and maintained accurate and timely budget forecasts and expenditure reports.
• Stakeholder Engagement and Communication: Demonstrated the ability to successfully consult, liaise, and negotiate with key internal and external stakeholders at a senior level, building strong relationships in support of road safety goals.

The DTP is seeking a dynamic and experienced leader to drive strategic project delivery, inspire high-performing teams, and engage senior stakeholders to achieve impactful organisational outcomes. This role requires a forward-thinking professional with strong critical thinking, stakeholder management, and business acumen to lead innovative solutions, manage change, and create a future-ready organisation.

Qualifications and Experience

Mandatory

• Minimum of 5 years of experience in complex program/project management in the road safety, public sector policy or public health areas

Desirable  

• A tertiary qualification in a related field, or strong experience in policy related road safety fields
• Strong communications and negotiation skills and the ability to present complex information in a digestible form.
• Proven ability to develop and maintain strong partnerships with key stakeholders
