About VIDA
The Victorian Infrastructure Delivery Authority (VIDA) is a specialist project delivery organisation, responsible for delivering Victoria’s major transport, health and community safety infrastructure program.
This multi-disciplinary program includes more than 200 projects including the North East Link, removing level crossings, Melbourne Airport Rail Stage 1, new and upgraded hospitals specialist programs such as the early parenting centres expansion and upgrade program and community safety projects including Corrections and Emergency Services.
The unprecedented program of works brings together expert skillsets to deliver crucial health, community safety, and major transport projects, and ensures that operations are streamlined and efficient while delivering better outcomes for Victorians.
Led by the Director-General, VIDA is comprised of the five project offices, VIDA Road, VIDA Metro, VIDA Rail, VIDA Health and the VIDA Community Safety.
VIDA is established as an Administration Office under the Public Administration Act 2004 as a specialist organisation.
About this Opportunity
Reporting to the Manager, Financial Operations, the Senior Advisor, Finance is responsible for delivering complex financial analysis, reporting and compliance functions to support VIDA’s financial management and governance obligations.
The role provides high-level analysis and specialist advice across accounting, reporting, compliance, budgeting and forecasting, and supports senior management through the delivery of accurate, timely and reliable financial information.
Working collaboratively across VIDA Services, Project Offices and central agencies, this role contributes to effective financial decision-making, continuous improvement in financial systems and processes, and the enhancement of financial capability across the organisation.
The successful candidate will be proactive and service-oriented, with a practical, hands-on approach and a demonstrated ability to address complex challenges using a solution-focused mindset. Strong organisational skills and comprehensive knowledge of public sector accounting principles, practices and standards are essential.
About You
An experienced public sector finance professional with strong analytical capability and a proven track record delivering high-quality financial advice, reporting and compliance outcomes in complex environments.
Sound technical accounting knowledge with a collaborative and service-oriented approach and are comfortable working across multiple stakeholders to manage competing priorities and tight deadlines. You bring a practical mindset, attention to detail and a commitment to continuous improvement.
You’ll bring:
- Demonstrated experience in public sector financial management, including financial operations, financial analysis, reporting and compliance processes.
- Strong capability in executing month-end and year-end financial operations, maintaining data integrity, reconciling accounts, and ensuring alignment with legislative and regulatory requirements.
- Highly developed analytical, problem-solving and reporting skills, with the ability to clearly communicate complex financial information.
- Experience collaborating across project teams, central agencies and service units to deliver operational excellence in financial governance and reporting.
- A proactive mindset towards driving improvements in financial operations, systems and processes, with a focus on enhancing service delivery and operational efficiency.
- The ability to provide operational guidance and professional support to finance colleagues and stakeholders, fostering a culture of continuous improvement.
Key Select Criteria
- Demonstrated advanced knowledge and experience in public sector financial operations, including financial analysis, reporting and compliance activities. Proven ability to deliver accurate, timely and authoritative operational financial advice, including explaining complex financial concepts and implications to senior management.
- Proven ability to manage competing priorities and deliver high-quality financial outputs within tight timeframes. Demonstrated experience managing month-end and year-end processes, maintaining data integrity, and ensuring compliance with relevant financial legislation, policies and standards.
- Strong analytical and problem-solving skills, with the ability to identify financial risks, trends and issues through detailed analysis of budget, forecast and actual expenditure. Demonstrated ability to produce clear, evidence-based reporting to support transparency, early issue identification and informed decision making.
- Demonstrated experience collaborating with internal and external stakeholders, including project teams and central agencies, to fulfil operational financial management and reporting requirements. Proven ability to build effective working relationships and drive ongoing improvements in financial operations and service delivery outcomes.
- Highly developed written and verbal communication skills, with the ability to prepare concise, accurate and operationally focused financial reports and briefings. Proven ability to distil complex operational financial data into actionable insights for diverse audiences.
- Demonstrated ability and experience to provide operational leadership, guidance and support to finance staff and stakeholders. Proven capacity to foster a positive, accountable and high-performing operational finance environment through knowledge sharing and mentoring.
- Proven experience driving operational improvements in financial systems, processes and reporting, applying initiative, innovation and a solution-focused approach to enhance efficiency, quality and compliance outcomes.
- Extensive experience in financial reconciliations, including General Ledger, Trial Balance and Project Financial Management (PFM) reconciliations, with a strong focus on accuracy, integrity and audit readiness.
Qualifications and Mandatory Requirements
A tertiary (Bachelor or higher) qualification in Finance, Accounting or Economics is mandatory.
