About the Role
The Senior Advisor Pipeline is responsible for providing authoritative analysis and strategic advice in identifying, prioritising, sequencing, and coordinating the future program of work across the transport portfolio within Network Design & Integration.
The key areas of focus for the role will include establishing a strategic framework for transport infrastructure investment; reviewing transport plans, government strategies, project business cases and cabinet submissions (as required) to ensure alignment with a broader investment strategy and Government policy outcomes and commitments; analysing and synthesising information to produce key insights to support decision making; and coordinating and producing deliverables, including reports, briefings, procurement and other process documentation.

Position Outcomes /Accountabilities
Analyse and integrate information on transport infrastructure investments and connect these insights to maximise community and government benefit from major transport investments.
Ongoing internal engagement across DTP to transform network plans, needs, and requirements into a future transport pipeline and forward program.
Provide high level strategic advice to the Network Design & Integration Executive on key transport issues and implementation priorities including optimal project prioritisation and sequencing.
Develop strategic and analytical frameworks to support decision making on future investment priorities and the forward program, demonstrating alignment with Investment Management Approach and the Benefit Management Framework.
Key Selection Criteria
The Senior Advisor Pipeline will support the strategic planning and management of infrastructure delivery across Victoria. This role plays a key part in developing and maintaining a strong, forward-looking project pipeline that aligns with government priorities and community needs.
You will apply strong conceptual and analytical skills to interpret complex datasets, uncover insights, and support innovative approaches to transport planning. Your ability to think strategically and navigate ambiguity will be essential in identifying opportunities, addressing risks, and ensuring clear, achievable outcomes in a shifting environment.
As a proactive self-starter, you will take responsibility for planning and delivering high-quality advice, shaping effective systems, processes, and tools to monitor progress and guide decisions. You’ll identify barriers to delivery and develop practical solutions to keep work on track.
Strong relationship-building is vital to this role. You will engage and collaborate across teams, business areas, and external partners to align objectives and drive shared outcomes. Your ability to influence, negotiate, and gain buy-in will help translate strategic priorities into coordinated action.

A relevant tertiary degree would be well regarded.
