Network Design and Integration is a Group within the Department of Transport and Planning, and is responsible for delivering transport priorities through the planning, development, delivery and operationalising of an integrated pipeline of road and rail projects supporting the Major Transport Infrastructure Program and to shape shaping Victoria’s transport network.

The Major Projects – Development & Integration division is responsible for ensuring major transport infrastructure projects are developed and delivered by the Victorian Infrastructure Delivery Authority (VIDA) to meet the Department’s transport system requirements regarding safety, functionality, and long-term benefits for all transport users. Major Projects – Development & Integration division’s purpose is to:

·    Provide dedicated oversight and assurance of the development, delivery and integration of major projects delivered by VIDA, IRP, SRLA and ARTC into the transport network and

·    Develop and deliver road, rail and freight transport projects with our Operators and Commonwealth partners.

The Senior Advisor Governance position sits within the Major Projects – Development & Integration division and supports the design, implementation and monitoring of governance systems, products and services across the major transport infrastructure delivery program.

Key activities are focused on delivering best practice governance and secretariat functions for select project and network governance committees, managing the strategic forward agendas in consultation with key stakeholder groups and providing advice on best practice governance processes including identifying and implementing continuous improvement opportunities.

Position Outcomes /Accountabilities

Governance Secretariat –The secretariat function for committees under the responsibility of the Senior Advisor – Governance are delivered in a timely, accurate and transparent manner. 

Business intelligence – Have actively looked to identify issues and opportunities that arise as part of governance committee deliberations.

Technical Advice Has been able to provide high-level technical governance advice on best practice governance processes, tools and committee Terms of Reference. T

Key Selection Criteria 

The Department of Transport and Planning is seeking a Senior Advisor to join our team. This role requires a professional with strong systems thinking, critical thinking, and problem-solving skills. The ideal candidate will diagnose trends and obstacles, coach others in systems thinking, and deliver tangible business outcomes through effective solutions.

You will need to communicate with impact, making a positive impression and handling difficult topics with credibility. Understanding the political and organizational context is crucial, as is tailoring communications to various stakeholders.

Key attributes include working collaboratively to foster a culture of knowledge sharing and innovation. You should be adept at continuous improvement, using stakeholder insights to enhance team effectiveness. Resilience is essential, as you will provide honest feedback and respond constructively to criticism.

Qualifications and Experience

Desirable  

    A relevant tertiary qualification would be an advantage.

    5+ years’ experience as Board Secretary , roviding senior secretariat support to committees comprising senior staff members would be an advantage.

    5+ years’ experience in managing or providing senior support to managing governance committees or Boards.

    Considerable experience in project, program and process delivery and navigating State Government processes.
