Housing, Building and Land Delivery drives balanced urban growth by delivering zoned land for housing, jobs and infrastructure in State-led areas, a pipeline of government-owned land for development, and an improved building system.
 

About the role

This is a Full TIME FIXED TERM position until 30/06/2026

As a key initiative of the Building System Review, the Government has committed to the establishment of a Building Monitor to represent the interests of domestic building consumers. The Office of the Building Monitor will function as administrative office within the Building Division of DTP. The Office is well-integrated with key entities and all stakeholders in the building regulatory setting, including all building portfolio entities. The Office of the Building Monitor relies on these entities for information and data about building consumers.

The Building Monitor makes recommendations to the Minister, and delivers on their Annual Strategy, in pursuit of the following objectives:

– improve consumer experiences of the building system;
– reduce fragmentation by playing a central role in identifying system wide issues; and
– empower consumers by enhancing awareness and understanding of systemic issues and potential remedies.

We are seeking a Senior Analyst, Data & Policy with demonstrated expertise in data literacy, policy design, systems thinking, and innovation. The ideal candidate will effectively communicate insights to influence decision-making, drive continuous improvement, and develop evidence-based policy solutions that align with strategic goals and community needs.

Position accountabilities

– Lead, and contribute to, research and analysis of complex policy, regulatory and reform issues, and the formulation of recommendations, with a focus on improving outcomes for domestic building consumers.
– Identify and source the data and information required to undertake this analysis from a combination of open source and internal data sets including working collaboratively with relevant agencies.
– Lead development and implementation of processes and procedures to ensure best practice data tracking, data storage and access, data governance, data privacy and data security.
– Design analytical modelling approaches for moderate-scale projects, or components of large-scale projects, using data science techniques and approaches.
– Select and apply modelling techniques based on requirements, assumptions, constraints, ability to translate, model strength and areas of application to structured and unstructured data.
– Produce useful, compelling and accurate data visualisations, dashboards and data outputs that clearly articulate complex information in a manner that is appropriate for the audience and outcome sought.
– Prepare, and contribute to, timely and high-quality submissions, reports, briefs and discussion papers on complex and sensitive matters.
– Initiate, maintain and manage effective working relationships with key internal and external stakeholders to gain cooperation and influence views on complex, contentious and sensitive matters.
– Maintain an active awareness of international and national building issues and the broader political, policy and industry contexts with a focus on improved outcomes for domestic building consumers in Victoria.
 

Technical capabilities

– Demonstrated skills and experience with specialist data analysis including using data analytics tools to create high-quality outputs, dashboards and visualisations, and advanced Power BI and Excel skills, including use of Power Query and process automation (Excel and Power BI are the main packages used, however skills with other packages such as Tableau and SQL would be highly regarded).


Qualifications and experience

– Tertiary qualifications and/or extensive relevant experience in:
– data manipulation and modelling, data analytics, statistics, mathematics and/or economics; and
– public policy, government and/or regulation.
– Relevant government and/or regulatory experience would be well regarded as would an understanding of Victoria’s building regulation system.
