Intergovernmental Relations leads and co-ordinates DTP’s investment and reform engagement with the Commonwealth and other State/Territory governments. We support DTP Ministers and the Secretary on Commonwealth engagement and manage the Flexible Local Transport Solutions Program to deliver low cost, innovative transport solutions in partnership with communities.
About the role
The Senior Analyst supports the Principal Analyst, Intergovernmental Relations to deliver high-quality strategic policy advice and insights aligned to national reform and international engagement. Working within a specialised team, you will coordinate and monitor planning, housing, building and land delivery outcomes, ensuring Victoria’s priorities are effectively integrated with transport reform, and represented across Australian and international jurisdictions. This dynamic role contributes to cross-jurisdictional reform, intergovernmental negotiations and federation funding agreements, including National Competition Policy matters.
You will collaborate closely with central agencies and portfolio partners while supporting delivery of the Government’s First Peoples reform agenda. Demonstrated knowledge of the Victorian Treaty process and strong policy analysis capability are essential to succeed in this influential role.
- Build and maintain respectful and collaborative relationships with stakeholders across DTP, the VPS
- Support the ED, IGR and DTP Deputy Secretaries in engaging with the Commonwealth government on cross-cutting issues.
- Provide strategic advice and policy support to DTP’s First Peoples Self-Determination Reform team on Treaty and other matters, and support the ED, IGR as a member of the Secretary’s First Peoples Tier 2 Committee.
- Provide strategic advice on how DTP can best meet its obligations for Indigenous participation under various State and Commonwealth frameworks and agreements,
- Support the Executive Director, Intergovernmental Relations, in engagement with Victoria’s Regional Partnerships.

You also build trusted stakeholder partnerships, anticipate underlying needs and align diverse interests to achieve shared objectives and enduring reform outcomes.
Qualifications and experience
A relevant tertiary qualification would be an advantage, as would an understanding of Commonwealth - State relations in Australia.
