About the Role

Multiple roles available in opportunity  

This role supports the Asset Management Lead with assurance of bus operators’ implementation of Asset Management Plans, Technical Maintenance Plans, lifecycle replacement and refurbishment programs to ensure asset sustainment and optimal network performance.  The role assists in development and continuous improvement of asset data and visualisation.

The role is also responsible for regular reviewing and performance monitoring of bus assets, ensuring contractual compliance, setting key performance metrics and assurance against industry best practices. 

This role assists in representing Bus Services as a technical lead in transitioning the Victorian bus industry to Zero Emission fleet and technologies.  Working as part of the Bus Asset Performance team, the role provides subject matter expertise in asset management analysis, principles and technology to ensure industry readiness and transition to a Zero Emission operating environment. 

The role operates in a fast-paced environment, requiring the ideal candidate to be agile and support making informed decisions in a high-volume setting.

Position Outcomes / Accountabilities

  • Analysing Lead trend analysis reporting relating to rolling stock and facilities asset performance, informing stakeholders of any adverse trends and raising these items in the appropriate forums with key stakeholders. 
  • Ministerial Correspondence and briefings – provides timely and high-quality responses to Ministerial correspondence and queries, assists with preparation of Ministerial and Organisational Briefs.
  • Franchisee Contractual Compliance – coordinate and assist Senior Contract Officers/Contract and Commercial Analyst with performance analysis and assessments. Develops meeting materials including presentations, agenda and minutes.
  • Stakeholder Management – engage and work collaboratively with key subject matter experts, DTP staff and external stakeholders to support contract management initiatives, ZEB implementation and identify and mitigate operational and contractual risks.
  • Communications – support the Asset Management Lead and broader team in preparing high quality commercial analysis, advise on contractual issues and mechanisms to manage risk including preparation of internal and external correspondence.
  • Continuous Improvement Supporting the continuous improvement approach with custodial operators in the performance and condition of fleet, relevant infrastructure, and facilities as measured by metrics including but not limited to reliability and availability. 
  • Technical Lead reviews of technical content of Asset Management Plans, Technical Maintenance Plans, monitor maintenance and refurbishment programs, obsolescence management, defect management and rectification, third party damage and associated repairs. 
  • Lead effective data analysis to support operational and Asset Management integration of the ZEBs onto the Victorian Bus network. 
  • Manage and Maintain Contract Deliverables Support contractual matters with the current bus services contracts that relate to the introduction of ZEBs and assess impact on existing contract obligations. 
  • Strategic Thinking Support the development of strategic policy and commercial advice to the Associate Director, Bus Asset Performance, for ZEB fleet, services, infrastructure, contracts, and opportunities, with a focus on innovations, reforms, and application of technology and emerging commercial operating models in transport services delivery

The Department of Transport and Planning is seeking a highly motivated Senior Bus Asset Performance Officer to join our team. In this role, you will contribute to the delivery and performance monitoring of Victoria’s bus assets, supporting service quality and efficiency across the network. You will use your critical thinking and problem-solving skills to resolve issues through analysis and sound judgment, particularly where existing guidelines are limited. Applying your data literacy, you’ll evaluate and present complex data using advanced Excel functions, pivot tables, and visualisations to support decision-making. Success in this role will rely on your ability to communicate with impact, translating technical information into clear insights for diverse stakeholders. Your expertise in stakeholder management will ensure collaborative, outcome-focused relationships with internal teams and external providers. Strong business and commercial acumen is essential to understand operational costs, manage vendor performance, and contribute to cost-effective service delivery. You will lead and coordinate elements of project delivery, tracking progress and driving corrective actions when required. The role also demands skills in influence and persuasion, ensuring alignment on ideas and securing support across key groups. In addition, you will help embed effective knowledge management and business continuity practices into everyday work. Qualifications and Experience

Desirable

  •  A relevant tertiary qualification in engineering, asset management or other related technical field;
  • Proven extensive experience in maintenance and operations in bus industry.
  • Knowledge of Risk Management and Safety Management practices
  • Experience in the development of data visualisation tools (for example PowerBI or Tableau)
  • Experience a programming language (for example Python, SQL or R)

 

Role Specific Requirements

  • A valid driver’s licence is desirable
  • This role may occasionally be required to work out of work hours
