Public Transport Services is a Group within the Department of Transport and Planning, and is responsible and is accountable for the management and performance of today’s Victorian heavy and light rail, tram, bus and interurban coach networks. We manage franchisees, operators, contracts, leases, assets and projects, ensure compliance, provide assurance and enable collaboration across DoT to optimise customer outcomes and value for money..

About the Role

The Senior Contract Commercial and Performance Manager ensures effective and robust management of the State’s Service Level Agreement with V/Line to produce excellent performance and contract compliance outcomes.  The role also over sees components of the State’s agreements with ARTC, Transport NSW, the Southern Cross Station PPP.

This role provides authoritative advice to the Director Regional Rail as the subject matter expert on the above service provision arrangements. This role is required to hold the service providers accountable via ongoing contract assurance and proactive, strategic, whole of life contract management to achieve the State’s strategic objectives. 

The role is required, with the support of their team, to deliver continuous improvement in service performance, customer experience, and network integration, to be achieved using a constructive partnership approach with V/Line and other rail service providers.

This role will ensure key activities are delivered within budget and in accordance with the Branch’s Quality Standards, processes and procedures.

Position Outcomes / Accountabilities

·         Effective oversight and proactive management of regional rail services, freight services and rail station facility management services, ensuring their compliance with contractual, legislative and regulatory obligations.

·         Active collaboration, communication and strong relationships established with other divisions in DTP and key stakeholders such as ONRSR and VicTrack to ensure service providers’ performance against their contractual obligations.

·         Contract payments, performance incentives, penalties and other commercial claims are managed in accordance with strict contractual standards of probity and accountability, are cost effective and deliver value for money to the State.

·         Effective leadership and support of staff, creating a positive working environment to deliver sustained and well prioritised outcomes, build and maintain high levels of staff motivation, accountability and expertise in a high volume, high paced environment.

·         In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities

Qualifications and Experience

Mandatory

·         Demonstrated commercial and contract management skills

·         Demonstrated robust team management experience

Desirable

·          A tertiary qualification in Commerce, Economics, Business Administration or Law

·         Experience in the rail or wider public transport sectors.
