About the Role

THIS IS A FIXED TERM 10 MONTH POSITION

The Senior Departmental Liaison Officer acts as a conduit for the channelling of complex information and advice between the Minister’s office and the Department. They play a key role in effective

management of information including flow of briefings, correspondence and other documentation in a high-pressure environment as well as developing strategies and solutions for ensuring best practice and

continuous improvement. They provide knowledge to the Minister’s office on departmental operations and an understanding of the relevant portfolio/s. The position provides high level advice to the Office of the Secretary, senior departmental and ministerial staff, supporting the Department’s responsiveness to the operational requirements of the Minister.

The position is a senior role within the team of Departmental staff in the Minister’s office and has a responsibility for upholding ministerial office engagement protocols as well as role modelling the VPS values, acceptable behaviours and helping drive a positive team and organisational culture.

Position Outcomes / Accountabilities

– Build strong working relationships across the Minister’s office, DTP Executive, the wider Department and other ministerial offices; ensuring responsive, proactive and effective stakeholder support and engagement.

– Coordinate administrative and communication requirements, maintain protocols and provide decision making advice between the Minister’s office and the Department.

– Develop strategies and solutions that contribute to the effective management of information between the department and ministerial offices, including information flow of briefings, correspondence and other documentation.

– Provide high level proactive and authoritative advice to the Office of the Secretary, senior departmental and ministerial staff on relevant administrative and other matters, encouraging the Department’s responsiveness to the operational requirements of the Minister.

– Liaise effectively across the DLO network, and with staff at all levels in the Group and the Department as a whole, providing assistance to the broader DLO team when required.

– Assist driving the team’s workplan while consistently role modelling VPS values, acceptable behaviours and helping drive a positive team and organisational culture.

– In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities

 

Key Selection Criteria

As a Senior Departmental Liaison Officer, you will bring a strong understanding of government structures, protocols, and departmental operations to support high-level engagement and coordination. Your ability to manage sensitive issues and deliver outcomes in a fast-paced, high-pressure environment is essential.

You will work independently to prioritise tasks, assess complex situations, and apply critical thinking to make sound decisions or escalate appropriately. Your experience in managing confidential materials and navigating competing interests ensures trusted and effective service delivery.

Strong interpersonal and communication skills are vital, as is the ability to foster relationships, resolve issues constructively, and identify opportunities for continuous improvement.

Qualifications and Experience

 

Desirable  

  • Understanding of the functions and operation of government, including Cabinet, Parliament, and procedures associated with legislation, together with experience in the public sector.
  • Knowledge of or familiarity with the Transport Sector and/or Planning policy environment.
  • Experience in the use of Microsoft Office 365 and Government eBriefings system (or similar)

 

Role Specific Requirements

  • The successful applicant will be required to work a minimum of three days per week in the office, in-line with the VPS flexible work policy.
