About VIDA
The Victorian Infrastructure Delivery Authority (VIDA) is a specialist project delivery organisation, responsible for delivering Victoria’s major transport, health and community safety infrastructure program.
This multi-disciplinary program includes more than 200 projects including the North East Link, removing level crossings, Melbourne Airport Rail Stage 1, new and upgraded hospitals specialist programs such as the early parenting centres expansion and upgrade program and community safety projects including Corrections and Emergency Services.
The unprecedented program of works brings together expert skillsets to deliver crucial health, community safety, and major transport projects, and ensures that operations are streamlined and efficient while delivering better outcomes for Victorians.
Led by the Director-General, VIDA is comprised of the five project offices, VIDA Road, VIDA Metro, VIDA Rail, VIDA Health and VIDA Community Safety.
VIDA is established as an Administration Office under the Public Administration Act 2004 as a specialist organisation.
About this Opportunity
The Senior Developer, Artificial Intelligence (AI) will design, develop and implement AI and machine learning enabled business solutions that support VIDA’s strategic AI focus areas and strengthen enterprise-wide AI capability. Working across Microsoft 365 Copilot, Copilot Studio, Power Platform, Azure AI/OpenAI services and related AI technologies, help translate business requirements into practical, secure and scalable solutions that improve administrative processes, enhance access to data and insights, and support evidence-based decision-making across VIDA’s project delivery functions.
Work collaboratively with Business Unit AI Champions, AI delivery teams, Information and Technology teams and stakeholders across VIDA to support the transition from experimental AI use to operational, enterprise-ready adoption. This includes contributing to reusable patterns, technical standards, testing and monitoring frameworks, and deployment approaches that can be applied consistently across project offices and alliances. Contribute to responsible AI governance by ensuring solutions are designed and implemented in line with Victorian Government policies, privacy and data security obligations, ethical AI principles and relevant assurance frameworks.

About You
An experienced AI, machine learning or software development professional with strong technical capability and a practical, outcomes-focused approach. Brings hands-on experience designing, building and deploying AI-enabled or data-driven solutions in enterprise or production environments, with the ability to turn complex business problems into secure, scalable and measurable solutions.
Combines technical depth with strong stakeholder engagement skills, confidently working with both technical and non-technical audiences to understand needs, refine use cases and translate requirements into fit-for-purpose solutions. Comfortable working within governance frameworks and applying responsible AI, privacy, security and compliance considerations throughout the solution lifecycle.
You’ll bring:
- Demonstrated experience developing and deploying AI, machine learning or automation solutions in enterprise or production environments.
- Strong technical capability across programming, cloud platforms, machine learning concepts, prompt and solution engineering, retrieval-augmented generation and contemporary AI tooling.
- Experience with Microsoft AI technologies, such as Microsoft 365 Copilot, Copilot Studio, Power Platform and Azure AI/OpenAI services, or comparable enterprise AI platforms.
- Sound understanding of responsible AI governance, privacy, data protection and security obligations, with the ability to apply these requirements in practical solution design.
- Strong communication and stakeholder engagement skills, including the ability to explain technical concepts clearly and work collaboratively across diverse teams.
- A continuous improvement mindset, with the ability to document reusable patterns, share knowledge and contribute to AI capability uplift across the organisation.
Key Selection Criteria
- Demonstrated experience designing, building and deploying AI solutions in enterprise settings, with hands-on exposure to the Microsoft AI ecosystem (Microsoft 365 Copilot, Copilot Studio, Power Platform and/or Azure AI/OpenAI services) or comparable enterprise AI platforms and technologies.
- Strong technical skills in programming (e.g. Python), machine learning concepts, prompt and solution engineering, retrieval-augmented generation (RAG), and cloud platforms (preferably Microsoft Azure), with the ability to apply these skills to develop scalable, production-ready solutions.
- Working knowledge of AI governance and responsible AI practices, including the Victorian Government’s Generative AI Administrative Guideline, OVIC guidance, the National Framework for the Assurance of AI in Government, and related privacy and data security obligations (including VPDSS), with the ability to apply these requirements in the design and development of AI solutions.
- Ability to work collaboratively with diverse teams and stakeholders, and to communicate technical concepts clearly to non-technical audiences, including the ability to translate business requirements into practical and implementable technical solutions.
- Demonstrated ability to translate business problems into scalable AI solutions within complex environments. Collaborates with stakeholders to refine use cases and define clear technical requirements. Hands -on experience building and deploying AI and data-driven solutions (including automation and agent-based approaches), with a focus on secure, production-ready outcomes that deliver measurable value. Operates effectively within governance frameworks and contributes to capability uplift through practical solution delivery.
Qualifications and Mandatory Requirements
- Tertiary qualification (Bachelor’s degree or higher) in Computer Science, Data Science, Artificial Intelligence, Software Engineering, Mathematics or a related technical discipline.
- Demonstrated experience (typically 3–5 years) in developing and deploying AI/ML solutions in enterprise or production environments.
- Proven ability to design, build, and refine AI-enabled solutions using natural-language interaction (prompt-driven development), including describing desired outcomes in plain language and reviewing, validating and iteratively improving AI-generated outputs.
- Experience using contemporary AI tooling such as Azure AI/OpenAI services, Microsoft Copilot Studio, Power Platform, and/or comparable enterprise AI platforms and frameworks.
- Experience in consulting, business analytics or data analytics environments would be highly regarded.
