About the Role
The Senior Financial Analyst PFM will provide financial and budget management, monitoring and reporting on both capital and operating budget across the Department and its Portfolio Agencies.

Position Accountabilities
The role involves providing expert financial and budget management advice to portfolio groups, agencies, and senior management to support sustainable budget practices, risk identification, and strategic decision-making, while ensuring the integrity and accuracy of budget information in accordance with the Financial Management Act 1994. It also requires strong collaboration with internal and external stakeholders, review of high-level financial documents, and delivery of timely, insightful financial reporting to enhance the overall financial management capability of the Department of Transport and Planning.
Key Selection Criteria –
KNOWLEDGE AND SKILLS –
- Financial Management and Compliance (Accomplished): Provides quality advice and interpretation regarding the financial implications of operational strategies; Operates financial information systems effectively and evaluates specific output requirements.
- Management Accounting (Accomplished): Develops and implements complex financial information into consumable reporting mechanisms to support decision-making; Monitors, evaluates and reports on environmental factors that impact financial outcomes and decision-making processes.
- Critical Thinking and Problem Solving (Applied) - Resolves issues through deep understanding or interpretation of existing guidelines. Where guidelines are not available, analyses ideas available and takes action through self, or in consultation with others to resolve problems. If required, determine additional information needed to make informed decisions. Applies critical thinking and problem-solving concepts in the right context.
- Innovation and Continuous Improvement (Applied): Seeks opportunities for continuous improvement and ways to innovate; Offers suggestions and ideas, encourages others to do the same; Leverage on existing continuous improvement systems and procedures to improve outcomes, quality and efficiency of work; Creates space for learning and innovation by seeking for input and feedback from others.
- Strategic Planning (Applied): Ensures that day to day planning and work processes are in line with team/organisation strategy; Identifies and develops own and team objectives linking strategies to actions to achieve these; Guides others in strategic planning process.
- Stakeholder Management (Accomplished): Identifies issues in common for one or more stakeholders and uses to build mutually beneficial partnerships; Identifies and responds to stakeholder’s underlying needs; Uses understanding of the stakeholder’s organisational context to ensure outcomes are achieved.
- Communicate with Impact (Applied): Prepares and delivers logical sequential and succinct presentations; Uses clear & concise language; Uses media appropriate to the audience and presents information to develop the understanding of the topic.
In addition to the above, the successful candidate is required to demonstrate resilience by remaining calm and decisive under pressure while fostering a collaborative, supportive team environment to effectively address and resolve challenges.
Qualifications and Experience
Desirable
- Specialist qualification: finance or accounting degree and/or professional qualification such as CA or CPA is highly desirable.
- Understanding of government: Strong working knowledge of key processes involved in government budgeting and finance and delivery of government business including preparation of Cabinet submissions.
