About the Transport Services Group
Transport Services is a Group within the Department of Transport and Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.
Public Transport is a Group responsible and is accountable for the management and performance of today’s Victorian heavy and light rail, tram, bus and interurban coach networks. We manage franchisees, operators, contracts, leases, assets and projects, ensure compliance, provide assurance and enable collaboration across DoT to optimise customer outcomes and value for money.
About the Role
The Senior Finance and Escrow Assurance Analyst supports monitoring and assurance of Escrow accounts tied to the V/Line Service Level Agreement and Regional Infrastructure Lease. Reporting to the Associate Director, the role sits within a team focused on rail project assurance, asset management, and performance review. The position involves financial oversight of regional rail projects, including reconciling escrow requests, tracking capital and operational spending, and ensuring projects stay within scope, budget, and timelines. The analyst will also assist with project finance processes and work collaboratively with the broader team to align funding strategies with contractual and asset management requirements.

Position Outcomes / Accountabilities
- Operator Compliance – Undertake analytical and assurance activities of the Train Operators submissions as they relate to their maintenance and renewal obligations and management of the Escrow accounts.
- Highlight and identify areas of concern for further review and investigation including the provision of reporting and recommendations to address key issues identified.
- Stakeholder Management –Build and maintain strong relationships with key internal and external stakeholders.
- Continuous Improvement –Contributed to continuous improvement, ensuring that appropriate governance, justification, documentation and record keeping for any changes to the work program are in line with the requirements of the operator agreements and other related documents.
- Work collaboratively as a trusted adviser across the Regional Rail team and broader Public Transport and Department contributing to successful administration of the VSLA.
- Promote and support safe, inclusive and flexible team operations.
- (Standard line) - In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities

Qualifications and Experience
Mandatory
- Experience in undertaking analysis and/or assurance reviews on highly complex matters.
- Experience in working with senior leaders internally and externally.
- Proficient user of the Microsoft suite of products.
Desirable
- Tertiary Qualification in Finance, Commerce Business Management, or a related discipline.
- An understanding of the principles of asset management would be highly advantageous.
- An understanding of the public transport environment and/or rail operations would be highly advantageous.
- Experience with PowerBI or other dashboard tools for monitoring and reporting
