Investment and Technology is a Group within the Department of Transport and Planning, and is responsible for providing investment strategy and delivering commercial and information technology services to drive high performance and improved commercial outcomes for the State.

 

 

About the Role


Responsibility for the provision of high-quality accounting services to the organisation including balance sheet and other account reconciliations, month end processes and relevant accounting treatment of transactions, and information of DTP’s annual financial statements. This role will also be responsible for the accounting of DTP assets including maintenance of the asset register and relevant valuation under current accounting standards. This role also specialises in accounting for complex lease and service concession arrangements for the Department.

We are seeking a finance professional with deep expertise in financial accounting, statutory reporting, and complex asset management, including lease and service concession arrangements, ideally within a government context. The ideal candidate will bring strong technical skills in Oracle-based systems, excellent stakeholder management, and personal attributes of resilience, flexibility, and adaptability in dynamic environments.

 


Position Outcomes / Accountabilities 

 

•    Ensure the accurate accounting treatment of DTP assets to ensure integrity of balances and accounts for assets with regards to leases and service concession arrangements.
•    Provide expert advice and support in relation to: the capitalisation, valuation and depreciation of DTP assets; the maintenance, reconciliation and analysis of asset records and the reconciliation, analysis and reporting of related financial information. 
•    Ensure that all monthly and recurring financial and accounting tasks are performed ensuring timelines and accuracy, update and maintain systems, provide financial help desk support and process financial transactions using professional services. 
•    Responsible for the preparation and completion of timely and accurate financial information for DTP’s monthly financial reports and for the annual financial statements. 
•    Ensure compliance with accounting standards and financial reporting requirements as per the Standing Directions in the Financial Management Act and address any audit issues raised. 
•    Effectively liaise with internal and external auditors to ensure audit requirements are fulfilled successfully and in a timely manner. 
•    Deliver best practice financial management frameworks, policies and procedures to minimise business financial risk in the delivery of statewide accounting and financial services. 
•    In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities. 

 


Qualifications and Experience


Mandatory 

•    A relevant tertiary degree in Accounting, Business, Economics or an equivalent field is required and membership of a relevant professional association. 

 

Desirable  

•    Proven experience in an asset management and lease accounting role, preferably within the Public Sector. 
•    An understanding of Financial ERP systems and their use in a Victorian Government context
