About the role
Planning and Land Services delivers responsive, customer focussed, high quality planning, land administration and property services that support thriving places and connected communities. Land Registry Services (LRS) within Land Services Victoria (LSV) provides secure and accurate registration of property, plan and water share transactions under the Transfer of Land Act 1958, the Subdivision Act 1988 and related legislation. LRS ensures the integrity of Victoria’s land register and the accuracy of cadastral boundaries that underpin property ownership, subdivision, infrastructure delivery and land development.
This role develops and improves governance frameworks for commercial and data arrangements, ensuring compliance with legal and contractual requirements. It works closely with government stakeholders and a private operator to manage risks, maintain service standards, while contributing to the alignment of broader system settings that support a high-performing land registry. The role also supports reporting, performance monitoring, strategic planning, and cultural safety.

- Brings strong leadership, governance, and project management capability, with experience in government, complex programs, and contract environments, including the ability to interpret and apply contractual and legal frameworks to manage risk and performance.

Qualifications and experience
You’ll bring:
- Strong experience delivering complex programs in multi-stakeholder environments.
- Demonstrated experience in commercial contract management and governance, including the ability to interpret and apply contractual and legal frameworks to manage risk, performance and compliance outcomes.
- Well-developed project management capability, including risk identification, performance monitoring, decision-making, and influencing stakeholders.
- A relevant tertiary qualification in law, finance, economics or project management or equivalent experience would be highly regarded, with the ability to perform sedentary desk-based work and occasional manual handling tasks.
