About the Transport Services Group
Transport Services is a Group within the Department of Transport and Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.
Public Transport is a Group responsible and is accountable for the management and performance of today’s Victorian heavy and light rail, tram, bus and interurban coach networks. We manage franchisees, operators, contracts, leases, assets and projects, ensure compliance, provide assurance and enable collaboration across DoT to optimise customer outcomes and value for money.
About the Role
The Senior Analyst, Asset Performance plays a key role in the Regional Rail team, supporting the Department of Transport and Planning’s oversight of operators’ compliance with asset-related obligations under operator agreements. The role ensures the delivery of agreed maintenance and renewal programs across the Regional Rail and Southern Cross Station portfolios, with strong governance and documentation for any changes. The analyst provides assurance that operators manage asset risks effectively and meet safety, performance, and value-for-money goals. Reporting to the Associate Director, the role also contributes to broader team functions, including project assurance, performance review, and strategic asset management.

Position Outcomes / Accountabilities
- Operator Compliance – The Senior Analyst, Asset Performance has effectively supported the management of the operator’s compliance with its maintenance and renewal and other asset related contract obligations and offer commitments.
- Stakeholder Management –Built and maintained strong relationships with key internal and external stakeholders.
- Problem Solving – Developed and implemented solutions to complex problems.
- Continuous Improvement –Contributed to continuous improvement, ensuring that appropriate governance, justification, documentation and record keeping for any changes to the work program are in line with the requirements of the operator agreements and other related documents.
- Promote and support safe, inclusive and flexible team operations. ------

Qualifications and Experience
Mandatory
- Experience in undertaking analysis and/or assurance reviews on highly complex matters.
- Experience in working with senior leaders internally and externally.
- Experience in Power BI and advanced Microsoft Excel skills.
Desirable
- Tertiary Qualifications in Engineering, Asset Management, Business or equivalent
- Experience in managing operator compliance and ensuring objectives of operator agreements are met
- Experience in the rail industry
- Experience in the asset management
