About the Role
This is a Fixed Term Position for 12 mths
The Senior People & Culture Business Partner will work in close partnership with aligned Branch/s Executive and Leadership team to build, to develop and implement DTP’s people strategy in alignment with to DTP’s overarching strategic plan.
You will build a detailed understanding of their client group/s to support the development of short term and long-term people management and culture strategies and tactics to deliver the intended business benefits.
The role will have responsibility for scoping, developing and supporting the delivery of enterprise wide projects in conjunction with the Division’s subject matter experts.
Position Outcomes / Accountabilities
· Develop strong relationships with key stakeholders, understand any nuances across client groups and become a trusted advisor, actively influencing at senior levels
· Partner with client group executive team to build the people management strategy and tailoring tactics to meet the strategic goals and priorities
· Contribute to the senior leadership team of area by providing sound advice, being a confidential source of support and by challenging current thinking
· Understand the strategic and operational priorities of their divisional executive teams and ensure these are considered in the development of people initiatives
· Work closely with other Business Partners
· Represent the insights and feedback from client groups when co-designing people initiatives
· Work closely with client group leadership teams to implement important people activities
· Lead any significant change-related activity (e.g. restructuring) with client groups
· Collaborate and partner with the broader team to ensure advice and support is tailored to meet the needs and expectations of the business

Key Selection Criteria
We are seeking a dynamic Senior P&C Business Partner to provide high-level strategic and tactical HR consultancy across the department. This role requires a proven ability to assess workforce needs and deliver integrated, future-focused people strategies. You'll bring expert knowledge in organisational development, workforce and succession planning, talent management, and the practical application of workforce analytics to drive business outcomes.
Your strength in stakeholder management will be key—building trusted relationships with senior leaders, balancing competing needs, and guiding decision-making through clear, fair, and strategic advice. You’ll be skilled at facilitating collaborative solutions that align with broader departmental and government objectives.
Strong analytical and critical thinking skills are essential. You’ll support the business in diagnosing complex challenges, applying sound frameworks to create sustainable outcomes across HR functions including performance management, grievance resolution, and workplace conflict. Your judgement and agility will ensure you can respond to shifting priorities and lead adaptive strategies that reflect workforce needs.

Qualifications and Experience
Mandatory
· Extensive Human Resource expertise
· Demonstrated experience working in high pressure and fast paced environments with a focus on delivery
· Demonstrated capability to prioritise activity and deliver results in a timely manner
Desirable
· Understanding of the Victorian Government's organisational context and priorities.
· Relevant Tertiary qualification in Human Resources or related discipline.
