Housing, Building and Land Delivery drives balanced urban growth by delivering zoned land for housing, jobs and infrastructure in State-led areas, a pipeline of government-owned land for development, and an improved building system.
About the role
This is a Fixed Term, full-time position for 3 years.

The role demands proven project delivery expertise, from defining tasks and guiding others to monitoring progress and achieving outcomes within agreed timeframes. Strong communication, collaboration, and stakeholder management skills are essential to influence effectively, build trusted relationships, and foster a culture of shared outcomes.

Position accountabilities
This position will play a lead role in the Greenfield Subdivision Concierge program, an initiative from the Economic Growth Statement, Victoria’s Housing Statement and the 10-year plan for Melbourne’s greenfields.
This role leads the evaluation of complex applications to unlock zoned land in metropolitan greenfield areas, working closely with government, councils and stakeholders to deliver innovation solutions. It requires strong project management skills, the ability to prepare high-quality reports, briefs and correspondence, and the capacity to provide timely advice within complex policy and political contexts. Success relies on working collaboratively across the business, meeting priorities, and fostering culturally safe and inclusive practices.
Qualifications and experience
Mandatory
- A tertiary qualification in planning or a related discipline.
- Excellent working knowledge of the Victorian planning system in a greenfield development context.
- Demonstrated experience in project management and delivering complex planning projects.
Desirable
- Minimum 6 years planning experience.
- Previous experience working in a government environment.
