About the role
The Senior Planning and Development Analyst provides insights into growth, development and land use change, assessing whether planning policies, strategies and reforms are achieving their intended outcomes. The role uses spatial and non-spatial data to identify trends, issues and opportunities and support evidence-based decision-making.
The role translates complex analysis into clear advice, reports, visualisations and recommendations for policy, planning and infrastructure decisions. It also builds relationships across the department, improves datasets and analytical processes, and leads projects that strengthen understanding of growth, development and land use across Victoria.

- Uses strong data analysis and visualisation skills to turn complex datasets into clear, reliable insights that support decision-making.
- Applies critical thinking and problem-solving to investigate issues, identify information gaps and develop practical solutions.
- Communicates clearly and with impact, presenting complex findings confidently and handling sensitive questions effectively.
- Builds strong stakeholder relationships, understanding needs and organisational context to deliver useful outcomes.
- Brings a rigorous and collaborative approach to complex analytical work, producing high-quality, repeatable insights for strategic and policy decisions.

Qualifications and experience
You’ll bring:
- List A tertiary qualification in urban planning, economics or a related field (mandatory).
- Relevant experience aligned to the role’s accountabilities and capabilities (mandatory).
- Experience using Geographic Information Systems (GIS) to inform project work, and an understanding of Victoria’s planning system and evidence-based assessment of planning outcomes (desirable)
