The Planning and Land Services group in the Department of Transport and Planning brings together land, property, statutory planning, building and heritage capability to deliver whole of state services. The Group’s focus is to provide services in land administration, property information and facilitating the better use of government owned land.
Land Use Victoria (LUV) is a Division of Planning and Land Services group within the Department of Transport and Planning. LUV is responsible for providing whole of Victorian Government leadership on land information, policy, assessment, and advice, to enable government to use its land more strategically and maximise public value. It is also responsible for managing the government's program for land administration and property information by providing innovative solutions for authoritative, comprehensive, and easily accessible services in land registration, property information, valuation, land surveying and geographic naming, land data management services and spatial mapping services. It performs a range of statutory and non statutory functions. LUV also provides surveying services for major government infrastructure projects, provides all government property valuations and is responsible for all council valuations.

About the Role
The role is Fixed term fulltime until 30 March 2026.
The role of the Victorian Government Land Monitor (VGLM) is established via the Victorian Government Land Transactions Policy and provides government with an assurance of integrity, impartiality and accountability in land transactions. The land monitoring function enables a consistent approach to be taken to land transactions across all government agencies and thereby enhance government’s confidence that the purchase of land with public funds and the sale of surplus government land assets are subject to appropriate checks and balances.
The Senior Policy Analyst provides high level advice to the Victorian Government Land Monitor and Victorian government agencies under the Victorian Government Land Transaction Policy and will use their technical expertise to provide authoritative advice to ensure that land transactions comply with the Policy and other relevant government policies and legislation for the purchase, compulsory acquisition and sale of land and are conducted with accountability and transaprency.

Position Outcomes /Accountabilities
- Formulates, reviews and implements policies, guidelines and procedures ensuring land transactions are conducted in accordance with the highest standards of probity and result in continuous Branch improvements. Supports teams in implementation, training and development.
- Contributes to the periodic review of the Victorian Government Land Transactions Policy and procedures for the delivery of expert authoritative advice to ensure a high-level accountability and best practice in the management of government land framework.
- Provides timely, accurate and authoritative policy advice, reports and recommendations to Managers and Director on government land transactions, and in relation to Cabinet submissions, Ministerial briefings, discussion papers, impact assessments and legislation, ensuring the maintenance of government policy standards and delivery within agreed timeframes.
- Undertakes policy-related investigations to analyse issues and proposals, identify innovative solutions to complex and sensitive matters, and makes recommendations applying specialist technical expertise and demonstrating an understanding of the policy, political and legislative context.

Qualifications and Experience
Mandatory
- Policy development and project management experience and expertise in a complex stakeholder environment, preferably in regulatory frameworks or in the broader land management portfolio.
- Ability to interpret and apply legislation that applies to land transactions including the Land Acquisition and Compensation Act 1986, and the Valuation of Land Act 1960.
Desirable
- A tertiary qualification in public policy, property, valuation, law or relevant field, or equivalent experience.
- Demonstrated experience in analysing legislation and working with property transaction documentation.
