The Planning and Land Services Group in the Department of Transport & Planning brings together statutory planning, building policy, land, property, and heritage capability to deliver statewide services.  The Group administers statutory planning responsibilities including improvements to planning system and provisions, assessing planning scheme amendments and environmental assessments and planning permits.

Heritage Victoria is the principal body in Victoria responsible for the State's historic heritage. It delivers the functions of the Heritage Act 2017, which enables the identification, protection and management of Victoria's State significant heritage places and objects, including historic archaeological sites and maritime heritage. Heritage Victoria maintains the Victorian Heritage Register, the archaeological Heritage Inventory and the Historic Shipwrecks Database. It advises property owners, local and State government bodies, industry and the general community on heritage practice. It seeks to increase recognition of Victoria's significant heritage, to support the retention of significant values when heritage places are adapted or changed, and to communicate the benefits of investing in heritage assets.

About the Role

The role is Fixed term fulltime until 31 October 2025. The Senior Program Manager (Grants) is responsible for delivering grant programs to support the repair and conservation of heritage places and objects across Victoria. The role supports major conservation projects, ensures the timely delivery of projects in accordance with processes under the Heritage Act 2017 and manages budgets and relationships with external stakeholders. The role ensures accurate and timely record keeping, including use of grants management software GEMS to process funding agreements and payments, and delivers regular reporting and briefs on grant progress and risks.

Position Outcomes /Accountabilities 

  • Coordinate the delivery of heritage grants, including effectively managing funding agreements and providing professional heritage advice to ensure that heritage grant projects are delivered within required timeframes, budget, and high standards.
  • Lead the identification, development and resolution of policy, procedural and financial issues in collaboration with stakeholders.
  • Effectively manage and monitor the budget, programming, complex procurement, contract management, risks, project milestones and deliverables, project governance and reporting associated with major works projects.
  • Contribute to regular reviews of program management processes and implement continuous improvement.

The Department of Transport and Planning is seeking a seasoned and strategic Senior Program Manager (Grants) to lead the delivery of the Living Heritage Grants Program. This is an opportunity to shape outcomes that protect and enhance Victoria’s unique heritage assets, ensuring their ongoing value to the community. In this role, you will be responsible for translating strategic goals into effective programs, managing governance, risk, and project success measures. You will lead and support a high-performing team, fostering a culture of impact, adaptability, and clear communication. Working collaboratively across government and with external partners, you will use your strong stakeholder engagement skills to build lasting, mutually beneficial relationships.

Your ability to think systemically scan the broader environment and align team activities with long-term goals will be essential. You'll be expected to demonstrate a deep understanding of community impact, adapt quickly to changing priorities and maintain credibility when navigating complex or sensitive issues.

We’re looking for a proactive leader with experience in strategic planning, program delivery, and stakeholder engagement—someone who brings clarity, confidence, and purpose to their communication and leadership style.

 

Qualifications and Experience

Mandatory

  • A relevant tertiary qualification in planning, architecture, history, heritage conservation or heritage management, or extensive policy or heritage experience.
