The Investment and Technology Group within the Department of Transport and Planning is responsible for supporting the delivery of services and infrastructure by ensuring effective, innovative commercial contracts are in place to support the Departments major services.
The Budget Strategy & Portfolio Assurance team within Investment and Technology, drives an integrated and consistent approach to managing the Department’s investment lifecycle. It oversees the Department's capital delivery program and provides support to project areas across the department.
The Commercialisations team is responsible for planning, designing and leading major commercial transaction opportunities to deliver commercial and contract management services that provide innovation and value for money outcomes for the State.

About the Role
This is a Fixed Term Position until 30 June 2026
The Senior Project Officer is responsible for providing project management support and commercial advice as well as leading project workstreams and/or small commercial projects.
Budget Strategy & Portfolio Assurance works closely with policy and operational areas throughout the contracting lifecycle to mobilise project teams, support commercial strategy development, undertake pre-procurement and procurement activities, and provide a range of commercial project management support, advice and leadership.
Key elements of the role include developing project and commercial options, preparing high-quality transaction documents including Requests for Tender and service specifications, engaging with industry to inform commercial strategies, project management, procurement and management of external advisers (including technical, legal and commercial), reporting, leading and managing governance processes, and general commercial advice.
The position will work flexibly across the Budget Strategy & Portfolio Assurance to support multiple projects.
The successful applicant will have proven experience in working in multidisciplinary teams to deliver complex, high value projects within a commercial context.

Position Outcomes / Accountabilities
- Gather and analyse information from within DTP and from other sources to support development of commercial strategies and options.
- Prepare project documentation and advice, including submissions to government and internal stakeholder briefings, on the project workstream areas of review/change and other complex commercial / policy matters.
- Stakeholders perceive that analysis and advice is comprehensively considered, takes into account whole of project outcomes and supports successful outcomes through a supportive partnership.
- Assist with the identification and resolution of project and strategic issues to support timely and effective decision making and negotiations.
- Contribute to achievement of value for money outcomes through participation in the evaluation of options.
Key Selection Criteria
The DTP is seeking a skilled professional with expertise in project delivery, stakeholder management, and business acumen to coordinate and execute work activities, monitor progress, and ensure outcomes align with goals. The ideal candidate demonstrates strong interpersonal skills, critical thinking, and the ability to build meaningful partnerships while maintaining efficiency and accountability in operations.
Qualifications and Experience
Desirable
- At least 3 years of professional experience in a relevant commercial transaction and/or high value project setting
- Experience working with State or Federal Government
- A relevant tertiary qualification in commerce, finance, economics, business management, law, project management or related discipline.
