About the Role

The Senior Safety Programs Officer sits within the Safety Programs Branch of the Safety Strategy and Regulation Division and reports to the Principal Officer, Safety Programs.

In this role, you will lead the design, delivery and evaluation of targeted safety programs and projects that address priority harms, systemic risks and emerging safety issues across Victoria’s transport system.

Using intelligence, research, regulatory data and stakeholder insights, you will identify opportunities for intervention, influence behavioural and operational change and deliver programs that contribute to improved safety outcomes for industry and the community.

Your work will support ST Vic’s intelligence-led, risk-based and outcomes-focused approach to regulation and ensure safety programs are aligned with our legislative functions and strategic priorities.

Your responsibilities will include, but are not limited to:

• Leading the planning, design, implementation, monitoring and evaluation of safety programs targeting priority harms, systemic risks and emerging safety issues.
• Translating strategic priorities, evidence and regulatory intelligence into clear program plans, governance arrangements, delivery schedules, success measures and risk controls.
• Analysing quantitative and qualitative data, research, operational intelligence and stakeholder insights to identify trends, root causes, affected cohorts and opportunities for targeted intervention.
• Developing program logic, evaluation frameworks and outcome measures to assess program effectiveness and contribution to improved safety outcomes.
• Preparing high-quality reports, briefings, presentations and executive correspondence that clearly communicate complex information, risks, options and evidence-based recommendations.
• Building productive relationships with internal teams, government, industry, operators, community groups and regulatory partners.
• Facilitating consultation, workshops and co-design activities to support shared safety outcomes.
• Contributing to safe, inclusive and flexible team operations.

About You

You will be an experienced program or project professional who can turn evidence, intelligence and strategic priorities into practical initiatives that deliver measurable outcomes.

You will bring strong analytical and critical thinking skills, with the ability to examine complex information from multiple perspectives, identify underlying issues and develop practical solutions.

You will be comfortable working across organisational boundaries and building productive partnerships with a broad range of stakeholders. You will also be able to communicate complex information clearly and confidently to senior leaders, governance forums and external audiences.

You will demonstrate:

• Strong outcomes thinking and a focus on achieving positive community impact.
• Experience translating strategy into well-governed programs or projects.
• Strong analytical capability and the ability to use evidence and data to inform decisions.
• Experience developing program logic, evaluation frameworks or performance measures.
• Excellent written communication skills, including executive briefings, reports and presentations.
• Strong stakeholder engagement, consultation and facilitation skills.
• The ability to build collaborative partnerships and navigate differing views to achieve shared outcomes.
• A commitment to innovation and continuous improvement.

Qualifications

While there are no mandatory qualifications for this position, a qualification or substantial experience in project or program management, public policy, safety, regulation, behavioural insights, research, data analysis or evaluation will be highly regarded.

Experience in the following areas will also be highly regarded:

• Analysing and interpreting data to support program design, prioritisation, evaluation and decision-making.
• Preparing executive briefings, reports and presentations and presenting to senior leaders or governance forums.
• Engaging effectively with government, industry, operators, regulatory partners or community stakeholders.

Further Information

Preferred candidates will be required to complete pre-employment screening, including a National Criminal Records Check, misconduct screening and, where applicable, qualification checks.

ST Vic is also a key emergency management partner. As part of Victoria’s State Emergency Management Arrangements, employees may be required to support emergency management functions or be redeployed where required.
