Major Road Projects Victoria (MRPV) is delivering a massive investment in the state’s roads. We’re delivering major new road projects across metropolitan Melbourne and regional Victoria while improving the roads people rely on every day.
The West Gate Tunnel Project will give Melbourne a second freeway link between the west and the city – providing a much-needed alternative to the West Gate Bridge and a vital second river crossing.
North East Link will fix the missing link in Melbourne’s freeway network with new 6.5 km tunnels from Watsonia to Bulleen. We’re also overhauling the Eastern Freeway and completing the M80 Ring Road at Greensborough.
Road Programs are also delivering dozens of new roads, bridges, road widening projects and major freeway upgrades.

- Undertake targeted surveillance activities in respect of the construction works relating to the project including maintaining high quality records of daily site activities; and Coordinating stakeholder surveillance requirements
- Conduct pre-construction inspection to review the designed works including detailed design drawings and technical specifications with final inspections to identify incomplete or defective work.
- Assess and report on the implementation of plans on-site and on contractor’s performance to ensure that management plans for construction sites are appropriately implemented.
- Provide a consistent approach to surveillance activities by providing expert advice to the manager and contributing to effective planning programs of surveillance, safety, environment and traffic management including monitoring and reporting on the progress of works and identification of non-conformance issues.

Reporting to the Surveillance Manager, the Surveillance Officer is responsible for the ongoing surveillance and auditing of all site investigations and infrastructure construction and maintenance works. The Surveillance officer conducts risk-based site surveillance of assigned works under quality assured contracts, managing resolution of issues on site with contractors, continuously building and maintaining relationships and liaising with multiple internal and external stakeholders.
This position ensures vital compliance outcomes are met on site from a safety, program, quality, and contractor management perspective. The position ensures that comprehensive records of daily site activities are kept, project status is monitored and reported, work is undertaken according to standards and quality requirements, and that major construction activities are monitored to be performed in accordance with the program and in a safe and efficient manner during the construction of the North East Link Program.
About You
- Relevant qualifications in Engineering, Construction, or a similar field is highly desirable, with strong experience in infrastructure project delivery, including construction safety, methodologies, and quality systems.
- Advanced knowledge of construction documentation, including drawings, specifications, standards, and contractual requirements, with the ability to conduct inspections and ensure compliance.
- Excellent stakeholder and interpersonal skills, with a proven ability to collaborate across teams, communicate clearly, and manage contractor performance and client expectations.
- Strong problem-solving and adaptability, able to assess site issues, make informed decisions, and respond effectively to changing priorities in a complex construction environment.
- Valid Victorian Driver’s Licence and readiness to perform on-site surveillance, inspections, and documentation control in line with project and safety requirements.
This opportunity is a 2 year fixed-term.
It will be a requirement to travel and spend time at one or more of our site offices.
