Land Use Victoria is a Division within Planning and Land Services, and provides innovative solutions for authoritative, comprehensive and easily accessible services in land administration, property information and for facilitating the better use of government-owned land in line with Department and Government objectives.

About this position
The role of the Valuer General is to lead the delivery of the statutory functions as conferred by Part I, Section 5 of the Valuation of Land Act 1960, or any other Act. Including but not limited to:

  • Cause general valuations and supplementary valuations to be made
  • Establish and maintain the valuation record, and to make certain parts of the valuation record publicly available in accordance with section 7D of the Valuation of Land Act 1960
  • Collect and collate such evidence as they think necessary or desirable to assist valuers in the making of valuations
  • Make available to valuers any evidence that may be of assistance in the making of valuations
  • Generally, to investigate and report to the Minister on any matter he/she considers likely to improve the standard of valuing in Victoria
  • Prepare the Valuation Best Practice Specifications Guidelines at the commencement of every revaluation
  • Subject to approval by the Minister, the Valuer-General may also delegate his/her powers, duties, and functions under the Valuation of Land Act 1960 to Deputy Valuers-General or any other person

Planning and Delivery

  • Leads the implementation of complex projects, strategies, policies and statutory and technical functions and services including budget and resource management, procurement, service improvement, and risk management and mitigation.
  • Develops and maintains appropriate objectives, performance indicators and management information and reporting systems, together with Deputy Valuers General, to ensure robust operational processes, including for contract valuers, to underpin the Victorian valuation system
  • Collaboratively works with the senior leadership to support the strategic planning process and delivery of departmental priorities.
  • Implements organisational change in line with the DTP values and direction.

Qualifications and role specific requirements 

  • Experienced senior leader with a proven record of success working in a large, complex organisation and a track record in leading change and service delivery improvement initiatives. 
  • Political acumen with an understanding of the processes and levers that apply to Government is essential and ability to facilitate initiatives and outcomes at a whole of government level.
  • Completion of an appropriate tertiary qualification with Certified Practising Valuer (CPV) status and membership with the Australian Property Institute (API) is mandatory.
  • Knowledge of the Valuation of Land Act 1960 and associated legislation as required
  • Knowledge of government policy, processes and land administration matters.
  • Knowledge of Quality Management Systems to ensure compliance with ISO 9001:2015

Ordinary hours of work

Ordinary hours of work are Monday to Friday between 7:00am and 7:00pm.

All new appointments to the department will be subject to a National Criminal Records Check, Misconduct Screening, and a Qualification Check where there is a requirement for a mandatory qualification.
