The Investment and Technology Group delivers strategic oversight and management of DTPs operating and infrastructure budget and provides commercial and information technology services to drive high performance and improved commercial outcomes for the State.

The Data & Digital division sits within Investment and Technology group in DTP. Data & Digital provides the department with operational excellence for data and digital enabled services and project execution for large scale design and uplift initiatives.

About the Role
Full time - Ongoing

Manager, ITS Design and Integration is a leadership position responsible for ensuring successful ITS systems enhancement, replacement or integration project works, including requirements gathering and solution development that align with Data & Digital and Departmental architecture strategic direction.

This role demands a high level of independent judgment in planning, scheduling, resource management and strategic thinking. You will liaise with technical experts, external providers, and stakeholders to deliver operationally viable and future-proof solutions that align with Victoria’s transport and compliance goals.

The position will also work with the procurement and contract administration team to manage the activities associated with ITS System operations and maintenance.

Position Outcomes 

  • Effectively leads, manages and motivates a team to collaborate with business users to turn business requirements into technical solutions. This includes liaising with internal technical staff and external service providers to manage and deliver end-to-end Intelligent Transport Systems (ITS) services
  • Ability to develop and manage projects,works programs aligning to business needs and in accordance with the departments project management processes and/or methodology, in a timely manner including demonstrated ability to manage multiple projects simultaneously
  • Provides expert and accurate advice to stakeholders and contributed to the development of ITS policies and strategies associated with ITS systems, communications network and infrastructure
  • Demonstrates ability to effectively lead, manage, motivate and develop the technical capabilities of employees within the ITS operations functional area to ensure effective alignment with DTP values
  • Proactively engaged with stakeholders to align ITS services with evolving business needs. Established and maintained effective relationships with internal stakeholders and external industry suppliers, leveraging these relationships to negotiate, influence, and drive successful project outcomes
  • Provided expert advice that ensures business teams comply with OVIC  (Office of the Victorian Information Commission) Victorian Protective Data Security Standards and DTP standards to limit potential for data breaches or security incidents and limited or no adverse audit findings
  • Proficient in Identifying and managing key ITS related risks in compliance with the Department’s policies, guidelines and applicable legislation.

 

KEY SELECTION CRITERIA - As Manager ITS Design Integration, you will lead a high-performing team to deliver innovative, customer-focused Intelligent Transport Systems that aligned with business goals. You’ll build strong stakeholder relationships, guide complex system implementations, and mentor your team through change. With a strategic approach to workforce planning, you’ll align skills with priorities and drive continuous improvement. Using sound judgment and commercial acumen, you’ll manage risks, vendor performance, and operational costs effectively. Your leadership will foster a culture of innovation, learning, and resilience, embedding knowledge management and customer-centric service delivery into daily operations.

 

QUALIFICATIONS AND EXPERIENCE:
Mandatory

  • Appropriate tertiary qualifications in ICT and ITIL certification
  • Sound analytical, impact analysis skills and experience in managing and supporting enterprise systems and infrastructure

Desirable

  • Experience in managing a team of ICT professionals in a large enterprise environment preferably in Transport domain
