Network Design and Integration is a Group within Department of Transport and Planning and is responsible for delivering transport priorities through the development, delivery and maintenance of an integrated pipeline of projects supporting the Major Transport Infrastructure Program, and to plan Victoria's rail network.​​​

Assets and Engineering is a Division in Network Design and Integration Group and is responsible to enable a safe, resilient and fit-for-purpose Victorian transport system through whole of lifecycle decisions based on systematic and disciplined technical excellence.

About the Role

The Manager Initiatives (Roads) sits within the Strategic Asset Management (Roads) unit of Assets and Engineering and maintains strong links to other parts of the Department and the wider transport portfolio, particularly Transport Services, to understand emerging strategic issues and resolve strategic challenges.

The Manager Initiatives (Roads) plays a significant role in the custodianship of road assets by understanding the required performance of road assets to deliver road system outcomes. This role is accountable for understanding emerging strategic issues and taking ownership in the development and delivery of state-wide asset management improvement initiatives.  This includes providing state-wide governance, that supports state-wide operational teams to be effective and efficient in the delivery of their programs.

Position Outcomes

The successful candidate  is required to demonstrate strong leadership and technical capability in strategic asset management, fostering a positive, high-performing team environment while delivering expert advice and well-prioritised outcomes. They have also built effective partnerships and ensured proactive stakeholder engagement, leading to clear custodianship roles and collaborative management of road assets across the transport portfolio.

  • Communicate with Impact (Leading) - Identifies key messages and information required for decision-making; Provides high level advice on influencing and the needs of target audiences; Provides advice on the content and style appropriate to the audience.
  • Managing People (Leading) - Role models ethical leadership through decision making and interactions with people; Creates an organisational culture that enables others to perform at their best and achieve outcomes the organisation; Champions people engagement as an organisational priority; Provides thought leadership on people management across the service.
  • Influence and Persuasion (Accomplished) - Gains agreement to proposals and ideas; Build behind the scenes support for ideas to ensure buy-in and ownership; Uses chains of indirect influence to achieve outcomes; Involves experts or other third parties to strengthen case.

In addition to the above, the successful candidate is required to demonstrate strong leadership in fostering collaboration and adaptability, guiding others to share knowledge and embrace new strategies to achieve optimal outcomes across teams.

 

Qualifications and Experience

Mandatory

  • Tertiary qualification in Engineering
  • Experience in Asset Management
  • Experience in Project Management
  • Extensive experience in Strategic Road Asset Management
