About the Role
This is a Fixed Term Position until August 26
The People Operations and Improvements Advisor plays a critical role in managing the employee lifecycle and maintaining DTP’s organisational structure within our HCM platform VicGov People. This position works closely with other members of People Operations to deliver a fit-for-purpose service delivery with strong attention to detail that enhances operational efficiency and effectiveness within the branch.
This position provides a customer centric experience for stakeholders and is responsible for processing employee lifecycle changes, overseeing the integrity of people and position data, and offering strategic advice to stakeholders across the Department.
Position Outcomes / Accountabilities
- Transactional Processing: Exercises a high level of attention to detail when processing employee lifecycle changes, such as onboarding, transfers, and employee data changes.
- Stakeholder Satisfaction: Has comprehensive knowledge of business processes, HR policies, and systems to deliver best practice advise and innovative solutions to stakeholders. Collaborate with cross-functional teams to implement a solution in alignment with system, governance, and legislative requirements.
- People Operations Knowledge: Has served as a subject matter expert on HR policies and procedures relating to employee lifecycle and position management, providing accurate and timely guidance and interpretation to stakeholders.
- Data Integrity: Uses an analytical mindset to identify and correct errors in people and position data, ensuring accuracy and consistency within the VicGov People system. Demonstrate the ability to recognise trends, analyse data, and make informed recommendations to leaders.

Key Selection Criteria
The Department of Transport and Planning is seeking a People Operations Improvement Advisor to drive innovation, system-wide thinking, and service enhancement across our people operations functions. The ideal candidate will demonstrate a strong ability to assess complex organisational systems, applying systems thinking principles to identify patterns, anticipate impacts, and inform sustainable solutions.
You will have a track record of applying critical thinking to resolve complex issues, interpreting guidelines, identifying necessary data, and implementing well-informed decisions. Your problem-solving approach is both analytical and collaborative, ensuring clarity and results in ambiguous contexts.
A deep customer focus is essential, with the ability to tailor services based on a strong understanding of stakeholder needs, managing risks while delivering quality outcomes. You actively seek opportunities for innovation and continuous improvement, drawing on existing systems and fostering a culture of feedback and learning.
Your ability to build and maintain trusted partnerships will be key. You understand organisational dynamics and engage with stakeholders to co-create solutions that deliver value and drive results.

Qualifications and Experience
Mandatory
- Strong understanding of HR policies and procedures.
- Experience operating within HRIS platforms.
Desirable
- Experience working within SAP SuccessFactors.
- Degree in Human Resources, or a related field.
