Investment and Technology is a Group within the Department of Transport and Planning, and is responsible for providing investment strategy and delivering commercial and information technology services to drive high performance and improved commercial outcomes for the State.

The Data and Digital (D&D) division sits within Investment and Technology. Data & Digital provides the department with operational excellence for data & digital enabled services and project execution for large scale design and uplift initiatives.

About the Role 

 

This is a fixed term 12 month STS 7 role

 

The Principal Asset & Technology Architect plays a senior leadership role within the Data and Digital Strategic Alignment branch, responsible for maintaining a strategic view of how operational technology (OT) and real-time systems enable the delivery of transport services. This role is pivotal in maximising the value of technology investments to enhance customer experience and operational efficiency across the transport network.

Acting as the Department’s key advisor on the tactical and strategic use of OT and real-time systems, the role provides expert guidance across DTP, including to transport operators where appropriate. It requires structured analysis using industry-recognised methodologies (e.g. TOGAF) to define technology direction, shape roadmaps, and contribute to the development of business cases to secure investment in future capability.

The Principal Asset & Technology Architect will work closely with stakeholders across the Department, franchise operators (train, tram, bus), and other transport agencies. A core focus will be bridging the gap between traditional engineering practices and more agile, customer-centric approaches advocating for new ways of working to deliver better, faster outcomes for Victorians.

What we’re looking for

 

We’re looking for a strategic thinker with deep expertise in operational technology (OT) and real-time systems who can drive innovation and improve transport service delivery across Victoria. You will bring experience advising on and advocating for the effective use of OT to enhance customer experience and operational efficiency. This includes systems such as SCADA (particularly for traction power), IoT and telematics, Intelligent Traffic Systems, CCTV, passenger information, voice radio, train and tram control systems, and other emerging technologies. You will have a strong understanding of networking and infrastructure, understanding key networking concepts such as SASE, ZTNA, and SD-WAN.

You will also have a strong track record in interpreting business strategy to shape technology direction, developing roadmaps (primarily in the Roads Domain), and leading the creation of compelling business cases that secure investment in future capabilities.

You will be skilled in aligning technology decisions across DTP and its franchise operators to ensure consistency with broader strategy and industry best practice. Your ability to influence, engage, and collaborate with stakeholders, including technology teams, transport operators, and industry forums, will be critical. We’re seeking someone who can assess and assure operator asset management plans, provide expert advice to internal and external project teams, and contribute thought leadership across the sector. Strong stakeholder relationships, experience with cross-organisational coordination, and a passion for applying technology to deliver better outcomes for the public are essential.
