About the Role

The Senior Officer, Materials Surveillance, conducts surveillance and auditing activities on construction materials, including roadmaking materials manufacture and testing, and reports these findings. The position co-ordinates the planning, work scheduling and resourcing matters relating to the development and delivery of projects in audit, surveillance and testing of construction materials by external suppliers. The position develops responses to moderately complex problems in construction materials manufacture and testing functions.

The position assesses, through surveillance and/ or auditing, that contract works and contractor procedures comply with stated requirements, including the Register of Testing Companies, identifies issues in the quality and constructability of road and bridge works, reviews the materials testing and testing frequencies for works, reporting on trends in surveillance outcomes.

With assistance from the Materials Assurance Lead, the position conducts technical capability development for staff in surveillance of construction materials manufacture and testing, also participating in the development of technical documents, procedures, processes and other related duties, as required.

Position Outcomes / Accountabilities 

  • Technical Expertise Applied knowledge and skills to identify and address issues, provide sound advice, and contribute to the development of technical documentation, procedures and processes related to the technical discipline and functions of the team.
  • Audit and Surveillance - Effectively planned, managed and co-ordinated the development and delivery of the Audit and Surveillance Plan, in collaboration with key stakeholders.
  • Accreditation Schemes - Supported the delivery and integrity of Accreditation and Mix Design Registration schemes, such as quarry accreditation, Register of Testing Companies, through technical support and performance of assurance activities.
  • Capability Development – Contributed to training and development of staff to uplift technical capability within the team and broader groups.
  • Strong Networks - Built strong formal and informal networks. These relationships have been drawn on to achieve successful assurance outcomes.

 

Key Selection Criteria

The DTP is seeking a professional with strong independent judgment to manage technical standards, coordinate multiple projects within budget and timelines, and provide expert advice to stakeholders on technical decisions. This role involves identifying and implementing capability development initiatives, fostering a collaborative team environment to achieve results, and tailoring problem-solving approaches to suit various situations and stakeholders. Qualifications and Experience

Mandatory

  • Appropriate technical qualifications and/ or relevant industry experience

Desirable  

Demonstratable experience in one or more of the following:

  • Asphalt manufacture, placement or technical support
  • Road material technical support, testing or manufacturing (e.g. soils and aggregates)
  • Road construction management or supervision
  • Road construction related quality auditing and quality assurance management
  • Concrete production, placement, pre-casting or technical support
  • NATA Technical Assessor, or equivalent industry level of competence
  • Steel and steel reinforcing fabrication
  • Welding inspector/ supervisor certification
