About the Role
Full time – Fixed Term (28/02/2026)
Reporting to Team Leader Project Development, the role focuses on developing road safety, road infrastructure improvement and congestion mitigation project proposals in accordance with corporate guidelines under broad supervision. The role requires to undertake, manage and oversee technical assessments for various project needs, determine feasibility, develop and analyse various project options in terms of scope, cost and risks, to achieve optimal project outcomes.

Position Outcomes
- Exercise professional independent judgement to develop road project proposals in accordance with corporate guidelines under broad supervision.
- Apply well established project management skills and effectively lead project development activities such as project scoping, transport modelling, design investigation/development, stakeholder engagement and liaison, risk management, project costing and the preparation of project proposals to time, cost and quality requirements.
- Provide sound written and verbal advice to key internal and external stakeholders on project proposals.
- Build strong relationships and competently negotiate with key internal and external stakeholders to ensure project proposals have considered and balanced the needs of all stakeholders and are developed on time, to appropriate cost, quality and investment standards and to government and community requirements.
- Exercise professional judgement to actively participate in self-development, while effectively coach, motivate and develop less experienced team members such that an appropriate standard of work is maintained, and team goals are achieved.
KEY SELECTION CRITERIA
As the Senior Project Development Engineer, you will lead the successful delivery of complex projects by clearly defining tasks, coordinating execution across teams, and closely monitoring progress to ensure timely outcomes. You will apply critical thinking and problem-solving skills to navigate challenges—leveraging existing guidelines where possible and collaborating with others to develop effective solutions when they are not. Your ability to manage stakeholders will be key as you proactively build relationships, address concerns constructively, and align efforts to deliver value. You will adapt your communication style to influence and persuade diverse audiences, linking your ideas to their goals and values. With a strong focus on collaboration, you will foster a supportive team environment and actively engage with other teams to share knowledge and resolve issues. Resilience and interpersonal insight will underpin your leadership, enabling you to provide honest feedback, respond constructively to criticism, and communicate with clarity and empathy to meet stakeholder needs.
QUALIFICATIONS AND EXPERIENCE:
Mandatory
- Tertiary qualification: Bachelor’s Degree in Civil Engineering or relevant other engineering disciplines (mandatory)
- Experience relevant to position outcomes and key selection criteria of the role (mandatory)
- Proven previous work experience in road infrastructure project development and/or project management.
- Current and valid Drivers License
