Transport Service is a Group within Department of Transport & Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.
Metropolitan Capital Delivery branch leads the delivery of capital projects across the Victorian metropolitan road network.
About the role
This is a Fixed term role until 27th January 2027
Operating under limited direction, the Surveillance Officer exercises professional, independent judgement to provide on-site assurance that construction activities, including service relocation, earthworks, pavements, drainage, surfacing, traffic signals, and bridgeworks are delivered according to project scope, specifications, and in accordance with DTP policies, guidelines and safety requirements.

Position Outcomes / Accountabilities
You will be responsible for (but not limited to) the following duties:
- Project Assurance – Continuously assures that works are being executed in accordance with the requirements of Specifications, technical standards, codes of practice and legislation.
- Project Monitoring – Provides timely advice and records on the progress of works including against schedule, budget, resource plans, and supports the evaluation of contractor claims.
- Construction and OH&S Advice – Provides advice on construction practices, safe execution of works, and innovative responses to complex construction and traffic management problems where defined policy and procedures do not always exist.
- Community Engagement – The incumbent has actively engaged with key stakeholders and the community.
- Quality and Risk Management – Assists in the preparation of risk-based surveillance plans and undertakes surveillance and audits in accordance with that plan.
- In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.
Key Selection Criteria
We are seeking a professional who demonstrates strong foundational project delivery skills, effectively prioritising tasks, maintaining accurate records, and utilising approved tools. The ideal candidate applies critical thinking and problem-solving by interpreting guidelines or analysing available information to make sound decisions. They will have proven experience in stakeholder management, building strong relationships, resolving issues constructively, and ensuring stakeholder satisfaction. Strong influencing and negotiation skills are essential, with the ability to adapt messaging to diverse audiences. A solid understanding of construction management is required to monitor performance and apply practical solutions. Additionally, we value a mindset focused on innovation and continuous improvement, with the ability to maintain high-quality outcomes even under time pressure.

Qualifications and Experience
Mandatory

Experience in civil construction.
Desirable
- A relevant certification in civil construction, Certificate IV in Civil Construction Supervision, or similar.
ROLE SPECIFIC REQUIREMENTS
- Driver’s License.
- Ordinary Hours of Work - This position will be required to work at times on Saturday, Sunday, Public Holiday, and/or afternoon/night.
