About the Role
The Signals Engineer role is responsible for the design and operation of Victorian traffic signals and traffic management systems, such as SCATS and STREAMS, to ensure Victoria's arterial roads and managed
motorways are safe, optimised and compliant with Departmental frameworks and guidelines. This role provides professional independent judgement to review and provide comment on preliminary traffic signal
layout and reports associated with projects and developments, to ensure they are operationally safe, efficient and comply with the relevant standards and guidelines.
Operating with limited supervision, the Signals Engineer will apply sound working knowledge of traffic and transport theory and their conceptual and analytical skills to confidently provide advice to stakeholders and offer guidance and support to less experienced team members.
This role will work closely with the Branch and wider Division to develop professional and technical skills that will ensure the Department's road network and traffic management systems are robust, sustainable, integrated and future ready.

Position Outcomes / Accountabilities
• Understand and apply conceptual and analytical skills to design and operate traffic signal management systems such as SCATS (arterial roads) and STREAMS (motorways), to ensure they are
safe, optimised and compliant with Department frameworks and guidelines, such as the Austroads Guidelines, VicRoads Traffic Engineering Manual (incl. Managed Motorway Guidelines and Signal
Design & Operations Guidelines) and the Department's Movement & Place framework.
• Undertake monitoring, investigation and analysis of complex traffic safety and operational issues, identifying trends, deficiencies and potential projects or opportunities for innovation or improvement.
• Provide highly technical written and verbal advice, reports, presentations and other documentation on the design and operation of SCATS and STREAMS that is evidenced-based and appropriately tailored
for the receiving internal or external customer.
• Negotiate with and influence customers and stakeholders to find innovative and workable solutions to complex traffic signals issues, whilst ensuring the operation and safety of the network aligns with the
Department’s Movement & Place framework and other guidelines.
• Keep abreast, understand and use emerging technologies (e.g. data science/AI; ITS technology) and advances in traffic control systems to apply contemporary and optimised approaches to traffic signal
design and operation.
• Provide training, guidance and advice to internal and external stakeholders, including development of internal capability and technical proficiency with a focus on continuous improvement and innovation,
whilst actively contributing to a safe, positive and collaborative culture aligned to departmental values.
Key Selection Criteria
We are seeking a highly skilled professional with demonstrated expertise in the design, operation, and management of the Victorian traffic control system and traffic signal network. The ideal candidate will possess a strong working knowledge of traffic and transport theory, intelligent transport systems, and transport analytics. You will be responsible for applying your technical acumen and data analytics capabilities to optimize traffic flow and contribute to innovative transport solutions that enhance the region’s mobility and safety.
The successful applicant will excel in problem-solving and have outstanding communication skills to clearly convey complex data and insights to diverse audiences. You will engage confidently with stakeholders, using negotiation and influence to balance competing priorities while making independent, sound decisions aligned with divisional goals. Strong written and verbal communication skills are essential, as you will provide authoritative advice and foster collaborative relationships that support and advance our transport initiatives.

Qualifications and Experience
Mandatory
• Tertiary qualification in engineering, data analytics, computer science or related discipline.
Desirable
• Moderate experience in data analytics or computer programming

• May involve evening or weekend work including occasional overnight travel
• You may be required to undertake a medical and other safety compliance requirement
