Road Safety Victoria within the Department of Transport and Planning, leads the efforts of all road safety partners to deliver a collective response across government, our industry partners, and the Victorian community to create a safe road environment that supports all road users regardless of mode to make safe choices aimed to reduced road trauma as we work towards the vision of zero deaths on Victorian roads by 2050.

About the Role
During this fixed term role until September 2025, the Manager Road Safety Research and Evaluation will lead a team responsible for developing and delivering road safety evaluations. The two key focus areas during this time will be the Safe System Road Infrastructure Program (SSRIP) evaluations and Motorcycle Safety Levy Program evaluations (MSL). Evaluations will be both short-term and long-term in nature.
The Manager is responsible for close collaboration with both internal and external partners, including the Road Safety Partnership, negotiating and influencing the scope and direction of road safety research and evaluations conducted both internally and externally.
The Manager will manage a team of two evaluation officers who will support the role in road safety evaluation expertise, and support with administrative tasks including procurement and governance.

Position Outcomes / Accountabilities
- High quality research and evaluation –Using professional expertise, effectively designed program and project evaluation frameworks, and led the delivery of high-quality road safety research and evaluation activities to inform future road safety strategies and initiatives and measure existing programs and projects against intended outcomes.
- Specialist and high-quality advice – Provided peers and leaders across Road Safety Victoria and the Road Safety Partnership with timely, accurate expert advice on road safety research and evaluations to effectively support improved road safety outcomes.
- Enhanced research and evaluation practices – Reviewed and effectively enhanced systems and processes to support the delivery of high-quality road safety research and evaluation. Provided leadership and guidance based on advanced expertise. These enhancements have been approved and endorsed through governance frameworks and successfully communicated to all internal and external stakeholders.
- Strong relationships – Developed strong ongoing partnerships with key internal and external stakeholders and has focused on understanding and addressing key stakeholder issues. A positive working environment has been established with high levels of trust and collaboration.
Key Selection Criteria
We’re seeking a strategic, people-focused leader to guide critical research and evaluation efforts that shape road safety outcomes across Victoria. This is a high-impact opportunity to join the Department of Transport and Planning and lead a small team delivering evidence-based insights that inform policy, programs, and investment decisions. As Manager, Road Safety Research and Evaluation, you’ll apply critical thinking to complex transport issues, working across government and with senior stakeholders to develop sustainable solutions. You’ll oversee high-quality research projects from design through delivery, managing risks and competing priorities while ensuring outcomes align with strategic objectives. Your ability to build strong partnerships and influence across internal and external stakeholders will be key to your success.

Qualifications and Experience
Mandatory
- Knowledge and experience in road safety and the safe system approach
- Experience managing road safety research
- Relevant experience in evaluation including behaviour change and infrastructure initiatives
- Strong communications and negotiation skills and the ability to present complex information in a digestible form
Desirable
- Relevant qualifications in project management
