SprayLine Road Services (SRS) is a commercialised branch within the Network Operations Division of the Department of Transport and Planning providing road maintenance services, construction and associated civil works, bituminous spray sealing and line marking to DTP, other state road authorities, municipal councils, and private industry. SRS delivers services locally within the communities and is committed to ensuring quality, innovative and sustainable outcomes. SRS performs a key role as an internal provider to DTP, providing emergency response, maintaining organisational capability and supporting DTP in being an informed purchaser.

About the Role
*This is a Fixed Term Position until 31 December 2025*
We're seeking an experienced leader to join the Department of Transport and Planning as the Delivery Manager, Grampians. In this key role, you’ll oversee all VRMC contracted works across the Grampians region, managing six depots, over 70 staff and contractors, and a budget exceeding $25 million.
You’ll be responsible for the delivery of road maintenance, emergency response, and civil construction activities, ensuring compliance with the Roads Management Act 2004 and delivering value for money. The role also includes financial oversight, stakeholder engagement, team leadership, and contract management.
Reporting to the Associate Director, Maintenance Delivery, you’ll lead regional Team Leaders and work closely with Program Managers and senior advisers to meet contractual requirements and drive safety and performance innovation.

Key Selection Criteria
The successful candidate will be an accomplished leader with demonstrated experience in managing people and building team capability, including setting clear expectations, providing feedback, and fostering engagement. They will bring strong commercial and financial acumen, with the ability to manage contracts, budgets, and procurement to deliver value for money. A proven track record in project delivery and risk management is essential, along with effective stakeholder engagement skills and a commitment to continuous improvement and innovation in service delivery.

Qualifications and Experience
Mandatory

- Experience in the delivery of infrastructure capital and maintenance works.
- Experience leading and managing road maintenance delivery teams within a commercial and performance-based environment.
- Leadership experience managing geographically dispersed workforces.
Desirable

- Degree qualified in a relevant discipline such as civil engineering, project management or equivalent.
