Title: Director, Treaty Negotiations and Strategy
The Treaty Negotiations and Strategy Branch within the Office of the Secretary in the Department of Premier and Cabinet (DPC) is seeking talented and passionate individuals committed to progressing the Victorian Government’s nation leading work with First Peoples. This is a unique opportunity to work in new and innovative ways that recognise First Peoples as the self-determining drivers of Aboriginal affairs in Victoria. This role will contribute to ground-breaking work in the areas of truth, Treaty, self-determination and cultural rights.
This position is being filled due to the departure of the previous incumbent and does not represent a new position within the organisation.
The Director within the Department of Premier and Cabinet’s (DPC) Treaty Negotiations and Strategy branch will lead key components of the State’s response to First Peoples’ Treaty aspirations through critical policy advice and people management.
The successful candidate will take on strategic oversight of several teams focused on the government’s central Treaty activity. These teams will be concentrated on either:
- Whole-of-Victorian-government Treaty preparedness, negotiations and implementation.
- First Peoples focused Treaty positions, negotiations and implementation.
Reporting to the Executive Director, the successful applicant will possess strong leadership, as well as strategic policy and communication skills, and the ability to apply these skills in ground-breaking areas of Treaty negotiation, implementation and strategy for the state of Victoria. You will be a strong communicator who is experienced in strategic leadership, adaptive management, complex policy development, and leading whole-of-government reform. Key stakeholders will include the Minister for First Peoples, Premier, Cabinet and senior executives on Treaty and other related matters.

As our ideal candidate you will have:
- A demonstrated ability to develop and manage a work output program, track achievement of all targets and milestones, ensure final outputs are produced in a timely fashion to the highest standards, that resources are appropriately distributed and managed within budget and provide accurate reporting.
- A demonstrated ability to initiate, develop and maintain collaborative working relationships across government departments and portfolios and with external stakeholders to broker optimal, mutually beneficial, good faith solutions to challenges as they arise.
- Proficiency in leading and managing a high performing, results driven, multi-disciplinary team that produces integrated and innovative positions, legal and policy advice derived from an extensive understanding and application of systemic intersections between the Victorian State and marginalised or vulnerable groups.
- A highly developed ability to lead a culturally safe, positive and collaborative organisational culture, supportive of learning and development, innovation and continuous improvement in a dynamic environment.
- The ability to deliver duties and represent the State’s interests in negotiations with stakeholders , in accordance with the Treaty Guiding Principles, and public service obligations to act in the public interest and support the government of the day.
