The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines.  

 

The Opportunity 

As the Manager, Cost Control, you will play a pivotal leadership role in ensuring strong financial governance and cost certainty across VHBA’s portfolio of complex health infrastructure projects. 

 

Working closely with multidisciplinary project teams, you will lead all aspects of project cost control, including budget allocation, cost forecasting, cash flow management, cost variance analysis and change control. You will provide authoritative, evidence-based advice to support informed decision-making and ensure projects are delivered within approved funding. 

 

You will oversee cost and performance reporting, identify emerging risks and trends, and support delivery teams to manage cost impacts and mitigation strategies across the project lifecycle. The role also contributes to the development of business cases through detailed cost estimates and benchmarking analysis, supporting value-for-money outcomes aligned with government objectives.

Key aspects of the role include: 

  • Managing end-to-end project cost control, including budgets, forecasting, cash flow, variance analysis and change management 

  • Providing expert input into business cases and investment proposals through accurate cost estimating and benchmarking 

  • Maintaining and enhancing project cost control systems to ensure data integrity and high-quality reporting 

  • Overseeing cost and performance reporting to identify emerging risks, trends and deviations 

  • Participating in contractor tender and bid evaluations and assessing variations, claims and cost impacts 

  • Reviewing and processing monthly contractor progress claims in line with contractual and budget approvals 

  • Supporting delivery teams with cost risk assessment, mitigation strategies and change management 

  • Partnering closely with commercial, legal and finance teams to deliver integrated, best-for-project outcomes 

  • Contributing to continuous improvement of cost control systems, tools and practices 

 

We are looking for:  

  • A highly experienced cost control professional with a strong background in major construction or infrastructure projects 

  • Demonstrated expertise in budgeting, forecasting, cash flow management and project cost control methodologies 

  • Strong analytical capability with the ability to critically review forecasts and provide clear, evidence-based advice 

  • Experience identifying and managing cost risks in complex delivery environments 

  • A confident communicator who can prepare clear reports and engage effectively with senior stakeholders 

  • A collaborative professional who builds strong relationships across multidisciplinary teams 

  • Someone comfortable managing ambiguity, competing priorities and complex project environments 

  • Experience with Ecosys or similar cost management systems will be highly regarded 

 

Qualifications 

  • Bachelor’s degree (or higher) in Quantity Surveying, Engineering, Construction Management or a related discipline is highly regarded
