The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

 

The Commercial Division is accountable for providing advice on the state's financial assets and liabilities, along with oversight of the Government’s business enterprises. It takes a lead role in overseeing significant government commercial transactions, providing both transaction advisory services and advice. Additionally, the Division manages workplace safety, housing related funds and loan schemes, and the regulatory function that provides oversight of the performance of the community housing sector in Victoria.

 

Commercial Transactions

The Commercial Transactions team provides transaction advisory services and advice on whole of State negotiations and commercial transactions. This includes identifying asset reform opportunities to optimise the State’s balance sheet management as well as overseeing post transaction governance for complex commercial transactions.

 

Our objective is to ensure the benefits, costs and risks are understood so that Government is able to make informed decisions.

The team has broad expertise in a range of disciplines including project management, economics, finance and accounting, policy development, industrial relations and law. As a result, we can quickly provide concise, considered and expert advice on complex matters.

Housing Programs

This team is responsible for the:

  • $2.8 billion Victorian Homebuyer Fund, a shared equity scheme through which the Government co-invests with participants in residential property in exchange for an equivalent equity share (where participants remain in the scheme for up to 30 years);
  • $2.4 billion Social Housing Growth Fund, which provides funding to eligible community housing agencies to deliver new social housing for Victorians in need; and
  • $250 million Victorian Business Growth Fund, which supports SMEs eager to grow their business but unable to access the funds nor find the right partner to do so.

Key Accountabilities

  • Work independently and as part of a team on issues related to the oversight and delivery of the Social Housing Growth Fund’s objectives.
  • Advise on issues relating to housing policy initiatives, including formulation of practical policy options to drive improvements in housing.
  • Contribute to evidence-based research and analysis on a range of issues to ensure best practice in housing policy.
  • Produce high quality written material, including public documents such as issues papers, procurement documents and reports.
  • Provide policy and commercial advice and implement procurement of future rounds of the Social Housing Growth Fund in partnership with Homes Victoria.
  • Communicate (verbal and written) complex economic concepts
  • Develop constructive working relationships with stakeholders.
  • Identify and analyse emerging issues, trends and risks and provide forward-looking insights to inform policy development and program outcomes.
  • Contribute positively to team culture and to planning and decision-making for the team to deliver outcomes.

Key selection criteria

  • Influence and responsiveness: Ability to prepare high quality fit-for purpose verbal and written briefings and advice; including ability to convey issues persuasively and effectively in plain language and apply discretion with sensitive information. Build and maintain relationships to persuade and achieve results.

 

  • Conceptual, analytical, and problem-solving skills: Sound conceptual and analytical abilities including demonstrated ability to prepare and present accurate and timely advice.  Experience in using economic frameworks and principles, and/or experience in policy development and advice would be advantageous.
  • Teamwork: Experience working within a team and supporting others. Take responsibility for decisions and actions, employ empathy, and apply judgement in ambiguous or changing situations, to achieve goals.
  • Attention to detail: Apply attention to ensure high quality work, including under tight deadlines.
  • Innovation focus: Understand and support team and organisational practices, including assisting with identifying and implementing changes to strengthen organisational culture, and improve efficiency.

Experience and qualifications

Tertiary qualifications or experience in economics, project management, law/contract management, data analytics or a related field would be advantageous.
