The Shareholder Entities and Community Housing group

The Shareholder Entities and Community Housing group oversees a range of commercial government business enterprises and supports the Office of the Housing Registrar to provide regulatory oversight of the community housing sector.

The group is made up of people with deep expertise across a range of disciplines including policy, finance and accounting.

About the role

This is an executive role that oversees the Shareholder Entities and Community Housing group. This role sits at the centre of Government Business Enterprise (GBE) oversight, providing critical advice to support the Treasurer’s responsibilities as shareholder and ensuring GBEs deliver on both financial and public policy objectives.

The role involves providing proactive, practical, strategic and authoritative policy and financial advice to Government and senior stakeholders (including the Treasurer, Ministers, the Secretary, DTF’s Senior Executive Group and other senior stakeholders across government) on GBEs.

It also provides executive oversight of the Housing Registrar ensuring effective regulation and stewardship of the community housing sector.

Core deliverables include leading the preparation of Cabinet submissions, Ministerial briefings, and Governor in Council approvals, ensuring all advice is analytically rigorous, clearly communicated, and appropriately calibrated to risk.

Additionally, the role contributes to whole-of-state fiscal strategy, including the State Budget and Budget Update, by integrating GBE insights into broader economic and financial planning. 

 About you

To be successful in this role, you will have: 

  • Exceptional leadership capability with a demonstrated track record of building high-performing, multidisciplinary teams and fostering a culture of accountability, collaboration and continuous improvement.  

  • Proven ability to lead through influence in complex stakeholder environments, including with Ministers and their offices, boards, portfolio departments, and commercial entities operating at arm's length from government.  

  • Highly developed strategic communication skills — written and verbal — with the ability to translate complex budget, financial , accounting and policy analysis into clear, compelling advice for senior decision-makers.  

  • Demonstrated capacity to operate with sound judgement, balancing competing priorities and managing risk appropriately.  

  • Strong commercial acumen and analytical capability, with experience providing authoritative advice on governance, financial performance, regulatory frameworks or commercial transactions.  

  • Track record of effective negotiation and influencing at senior levels to achieve durable outcomes across organisational and jurisdictional boundaries.  

  • Commitment to inclusive leadership, with demonstrated experience developing people, building psychological safety and enabling diverse teams to perform at their best.
