The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

Regulation Group supports the Victorian Government in growing employment, material living standards and economic activity by facilitating reforms across state regulators and local government, and providing advice on regulatory policy, reforms and frameworks.

The Regulation Policy team provides advice on regulatory policy across all sectors of the economy, including building, consumer protection, housing and property market, social and justice services, energy, transport and other regulated sectors. The team also provides policy advice in relation government risks, liabilities and insurance, and pricing for value. It also contributes to policy advice on government responses to natural disasters.

About the role

This role manages a small team of policy analysts responsible for providing timely, high-quality advice to Ministers and senior executives. The position works closely with the Director to plan, develop and quality-assure written advice across a range of formats, and to progress policy projects and reforms in collaboration with stakeholder departments.

The team delivers a combination of quick turn-around advice and longer-term policy projects, requiring the role to balance business-as-usual demands with the development of new subject matter. The role also involves close engagement with stakeholder agencies to coordinate work programs, resolve issues, and negotiate outcomes.

Key accountabilities

• Analyse public policy issues, with a focus on regulation, having reference to best-practice regulatory frameworks and evidence-based policy development.
• Prepare timely, accurate and authoritative briefings on a wide range of policy issues for senior executives and government.
• Communicate and consult in an effective and influential manner with internal and external stakeholders.
• Provide leadership and manage workflow for a variety of short and long term projects.
• Manage staff, foster a positive team culture and support team members.

Key Selection Criteria

• Proven ability to analyse policy issues to identify key risks, and to assess the implications of policy ideas.
• Proven ability to lead major pieces of work and provide strategic and influential advice to senior management or government on key policy issues.
• Proven ability to identify, build and maintain strong networks and relationships with stakeholders to achieve objectives.
• Strong people leadership skills.

Experience and qualifications

• Tertiary qualifications in public policy, economics, commerce, law or a related field are required.
